When the competent authority decides to transfer, establish, divide, or merge a Party cell or Party committee from one Party committee to another within or outside the provincial Party committee (or equivalent), the immediate superior Party committee where the Party cell or Party committee is being transferred from is responsible for handling the procedures for transferring the organization and collective Party activities for Party members. The immediate superior Party committee where the Party cell or Party committee is being transferred to is responsible for handling the procedures for receiving the organization and Party activities for Party members.
