Pursuant to Article 5 of Decree 138/2020/ND-CP, which provides for priority in official recruitment:
- Subjects and priority points in entrance exams or selection:

b) Ethnic minorities, army officers, police officers, professional servicemen discharged from active duty, personnel engaged in cipher work transferred to various sectors, graduates from reserve officer training schools, graduates in the training programs for commanding chiefs of the communal military headquarters in the grassroots military sector conferred with reserve officer ranks and registered in the reserve officer category, children of martyrs, children of war invalids, children of sick soldiers, children of those receiving policies equivalent to war invalids, children of type B war invalids, offspring of revolutionary activists affected by toxic chemicals, children of Heroes of the Armed Forces, and children of Labor Heroes: They will be given an additional 5 points to their score in the second round;
c) Those who have completed military service, police service, or have been members of the youth volunteer force: They will be given an additional 2.5 points to their score in the second round.
Hence, in the case of ethnic minorities who have also completed military service, they will fall under two different priority categories.
Clause 2 of this Article also provides: In the event that a candidate taking an entrance exam or a selection belongs to several priority categories prescribed in Clause 1 of this Article, only the highest priority points will be added to the score in the second round.
