According to Section II of Circular 02/2005/TT-BNV which stipulates principles and cases of entitlement to, and cessation of, leadership position allowances, specifically:
- Principles
Officials and public employees who are elected or appointed to hold a certain leadership position shall enjoy the allowance level corresponding to that leadership position; if a person holds multiple leadership positions, they shall enjoy the allowance level corresponding to the highest leadership position.
- Cases of entitlement to, and cessation of, leadership position allowances:
a) Following the requirements of tasks, officials and public employees holding a leadership position who are rotated to another leadership position, if the new leadership position allowance is lower, they shall retain the allowance level of the previous leadership position.
b) Officials and public employees who are elected or appointed to another leadership position, if the new leadership position allowance is lower than the allowance of the previous leadership position and the transfer is not due to task requirements, they shall retain the allowance level of the previous leadership position for 6 months from the date the election result is approved by the competent authority or the date of appointment to the new leadership position; from the 7th month onwards, they shall follow the allowance level of the new leadership position.

Thus, in principle, if you are holding a leadership position as Head of Department and then transferred to another position with a lower leadership allowance compared to the previous position, you will still retain the allowance level of the previous leadership position.
