Rights and obligations of citizens to apply complaints, denunciations, reflections, and recommendations at the Supreme People's Court are stipulated in Article 2 of the Regulations issued together with Decision 308/QD-TANDTC in 2020 on the Regulations on receiving citizens of the Supreme People's Court, specifically as follows:
- Present personal identification documents; respect the guidance of the receptionist of the Supreme People's Court in registering and exercising the rights to apply complaints, denunciations, reflections, and recommendations.
- Do not bring flammable, explosive, weapons, toxic substances, dangerous animals into the reception area. Citizens applying complaints, denunciations, reflections, and recommendations must manage their money, personal belongings, and other valuable documents.
- Maintain general order and hygiene; respect the receptionist; strictly prohibit incitement, disturbance of order, threats, defamation, slander, insult to the reputation, dignity of state agencies, receptionists, and officials performing their duties.
- Receive guidance, explanations on exercising rights and related procedures for applying complaints, denunciations, reflections, and recommendations.
- Have the right to apply complaints, denunciations about wrongful acts, obstruction, harassment, and disturbance caused by the receptionist.
- Do not use recording devices without permission from the person in charge of receiving citizens.
- Present the facts concisely, honestly, provide information, documents related to the content of complaints, denunciations, reflections, and recommendations to the receptionist and sign or annotate on the presented content, information, documents provided. Take legal responsibility for the content of their complaints, denunciations.
- In case a citizen submits a request for the first-instance directorate, reconsideration, they must have a prescribed form, confirmation from the local authorities of residence or submit a valid ID card, a valid judgment or decision for reconsideration according to the procedures of the first-instance directorate, reconsideration, and relevant documents, evidence proving the request for the first-instance directorate, reconsideration. If a citizen submits a request on behalf of another person, they must have a power of attorney along with the request.
- Do not interfere, attend, listen to complaints, denunciations, reflections, and recommendations of others. In case multiple people (from 02 persons and above) apply complaints, denunciations, recommendations, reflections on the same content, they must appoint a representative to present; the number of representatives will be decided by the person presiding over the reception session.
- After working hours, citizens applying complaints, denunciations, reflections, and recommendations are not allowed to stay at the reception area of the Supreme People's Court.
