Responsibilities of party committees and party members regarding the verification of the backgrounds of individuals applying to join the Party are stipulated in Section 3 of Guideline 01-HD/TW 2021 on specific issues in implementing the Party's Charter, as follows:
- Responsibilities of grassroots party cells and local party committees where individuals apply to join the Party:
+ Check, stamp adjacent to the pages in the background of individuals applying to join the Party (the party cell has not yet commented and the local party committee has not certified, signed, stamped on the background).
+ Send a written request for verification and background of the individual applying to join the Party to the local party committee or responsible agency for verification; if necessary, the party cell may assign party members to conduct the verification. Party members conducting the verification are responsible for reporting to the party committee the assigned contents in writing and are accountable to the Party for those contents.
+ Summarize the verification results, record the certification content, sign, and stamp on the background of the individual applying to join the Party.
- Responsibilities of the local party committee and the agency requested to confirm the background:
+ Direct the party cell or the party cell secretary (where there is no party cell) and relevant subordinate agencies to confirm the background of the individual applying to join the Party.
+ The local party committee where the verification is conducted: Assess, record necessary content about the background of the individual applying to join the Party whether the local party committee where the individual applying to join the Party is correct, incorrect, or insufficient with the content stated by the individual in the background; the collective of the local party committee or the standing committee of the local party committee agrees on the content to be recorded in the section "Comments of the party committee, party organization..." at the end of the "Background of the individual applying to join the Party". The person representing the local party committee confirms, signs, clearly states the position, stamps on the background and sends it to the requesting local party committee; if sent by official letter, it must not exceed 30 working days (domestically), 90 working days (internationally) from the date of receiving the written request for background verification.
+ The leadership collective of the higher-level party organizing committee directly above the grassroots party organization requested to verify the background must agree on the content before confirming the background of the individual applying to join the Party.
