a) Party members

For deceased party members, their family members submit a request form to their cell for consideration.

b) Cell

The cell reviews the request and, if the party member meets the criteria specified in Point 27.3.1 of the Regulation 24-QĐ/TW and Point 18 of the Guidance 01-HD/TW, it recommends the party member to the next higher-level party organization for consideration for the award of the Communist Party Badge, replacement of a lost Communist Party Badge, or posthumous award of the Communist Party Badge to a deceased party member.

c) Primary Party Committee

- The primary party committee reviews the list of party members recommended for the award of the Communist Party Badge (or for the replacement of a lost Communist Party Badge, or for the posthumous award of the Communist Party Badge) and reports to the next higher-level party organization.

- The primary party committee organizes the ceremony for presenting the Communist Party Badge to the party members. The presentation of the Communist Party Badge to a deceased party member is presented to the family representative at the ceremony or organized at the party member's home.

d) District Party Committee and equivalent

- The district party committee and equivalent reviews the request and recommends to the permanent committee of the provincial party committee (and equivalent) for the award of the Communist Party Badge, replacement of a lost Communist Party Badge, or posthumous award of the Communist Party Badge to a party member.

- After the decision is issued, the organization department of the party committee enters the number of the Communist Party Badge in the list of party members, enters the certificate, and enters the book for awarding the Communist Party Badge of the party organization. The organization department then delivers the Communist Party Badge, the decision, and the certificate for awarding the Communist Party Badge to the primary party committee to organize the presentation of the Communist Party Badge to the party members.

- The organization department of the party committee assigns the party committee to attend and present the Communist Party Badge to the party members.

e) Permanent Committee of the Provincial Party Committee and equivalent

Based on the proposal of the organization department of the party committee:

- Reviews and issues a decision to award the Communist Party Badge, replace a lost Communist Party Badge, or posthumously award the Communist Party Badge (general decision and accompanying list, decision for individual party members).

- After each round of awarding the Communist Party Badge (February 3, May 19, September 2, and November 7 each year), the organization department of the provincial party committee and equivalent summarizes the list of party members who have been awarded the Communist Party Badge for management.

- The content of the program for presenting the Communist Party Badge includes: Flag-raising, announcement of the reason, introduction of delegates to the meeting; The representative of the party committee, cell committee of the grassroots reads the decision to award the Communist Party Badge; The person representing the standing committee of the party committee at the next higher level presents the Communist Party Badge to the party member, makes a speech (province committees, city committees, and party committees directly under the Central Committee, based on the actual situation, specify the specific positions to attend and present for each type of Communist Party Badge); The party member who is awarded the Communist Party Badge makes a speech and signs the book for presenting the Communist Party Badge of the party committee, cell committee of the grassroots; Flag-raising, closing.

- The participants in the ceremony for presenting the Communist Party Badge are all party members of the party committee, cell committee of the grassroots; if the party committee has a large number of party members, invite all party members of the cell with party members being awarded and representatives of other cells.

- For party members who are awarded the Communist Party Badge but are too old or unable to attend the ceremony for presenting the Communist Party Badge due to health reasons, the grassroots party organization organizes the presentation of the Communist Party Badge at home, ensuring that it is meticulous and solemn.
