On May 23, 2023, the Ministry of Agriculture and Rural Development (MARD) issued Decision 2027/QD-BNN-CDS in 2023 on the "Indicators to assess digital transformation of MARD units".
The Decision sets out two sets of indicators to assess digital transformation at MARD units:
- The set of indicators for units that do not provide public services
- The set of indicators for units that provide public services
The indicators are designed to measure the progress of digital transformation at MARD units in six key areas:
- Digital awareness
- Digital governance
- Digital infrastructure
- Digital human resources
- Cybersecurity
- Digital activities

- The set of indicators for units that do not provide public services includes 34 indicators, with a total score of 500 points.
- The set of indicators for units that provide public services includes 47 indicators, with a total score of 650 points.

The formula to calculate ranking points for units:
- Criteria (component index) and specific scoring method for each main index group for units that do not provide public services are specified in detail in Appendix I issued with Decision 2027/QD-BNN-CDS in 2023.
- Criteria (component index) and specific scoring method for each main index group for public service providers are specified in detail in Appendix II issued with Decision 2027/QD-BNN-CDS in 2023.
- The block of units: Departments and Ministry Inspectorates that do not have the function of providing public services and using the Ministry's common IT infrastructure will be separated into a block for evaluation and ranking when organizing specific implementation. each year (criteria, evaluation method, scoring method,... based on Appendix I.

- Rank units by index from high to low in each block.
Ranking index:
For units that are Departments specified in Appendix 2 but do not have public services, the maximum total score does not include the following indicators: 6.4, 6.5, 6.6, 6.7, 6.8, 6.9, 6.10, 6.17.
Ranking index for each pillar (main index group): INTS, ITCS, IHTS, INLS, IATTT, IHĐCĐS.

2. Evaluation method and calculation of ranking points for units
a) Evaluation method:
- Units under the Ministry will provide data according to the Questionnaire Form or update collected data on the software.
- Data provided by units will be calculated to score corresponding to the main index and component indexes.
The evaluation council and the team assisting the evaluation council coordinate with relevant agencies and units to verify the report content, data and annual evaluation and ranking of affiliated and affiliated units. Set.
