Recently, the National Assembly passed the Law on Water Resources in 2023 with 10 Chapters and 86 Articles, which regulates the management, protection, regulation, distribution, restoration, development, exploitation, and use of water resources; prevention, mitigation, and remediation of water damage within the territory of the Socialist Republic of Vietnam.
The sources of water not included in the scope of the Law on Water Resources in 2023 Law include:
[1] Groundwater under the seabed and seawater in the exclusive economic zone and continental shelf of the Socialist Republic of Vietnam
[2] Mineral water, natural hot water
The Law on Water Resources in 2023 takes effect on July 1, 2024 and will repeal the Law on Water Resources in 2012.

What are the prohibited acts in the activities of protecting water resources in Vietnam?
According to Article 8 of the Law on Water Resources in 2023, the following acts are prohibited in the activities of protecting water resources:
[1] Dumping waste, garbage, dumping or leaking hazardous substances, or discharging harmful exhaust gases into water sources.
[2] Discharging wastewater into groundwater; discharging untreated wastewater that meets the environmental technical standards for wastewater into surface water, seawater.
[3] Discharging wastewater, disposing of waste into the sanitary protection zone of the drinking water extraction area.
[4] Unauthorized exploration, exploitation, use of water resources, and drilling of groundwater.
[5] Filling in rivers, streams, canals, ditches, except as otherwise provided by law; placing obstacles, obstructions, building architectural works, planting trees that hinder flood discharge and water circulation in rivers, streams, reservoirs, canals, ditches, but have no measures to remedy.
[6] Unauthorized exploitation of sand, gravel, mud, soil and other minerals on rivers, streams, canals, ditches, lakes, in the protected area of water sources; drilling, digging, building houses, works, structures and other activities in the protected area of water sources causing landslides of river banks, streams, canals, ditches, lakes.
[7] Destroying water protection, regulation, storage, exploitation, use, monitoring, and supervision works of water resources, works for prevention, mitigation, and remediation of water damage.
[8] Falsifying information and data on water resources.
[9] Not complying with the operating procedures for reservoirs, inter-reservoirs issued by the competent authority.
[10] Building dams, reservoirs, regulating and storing water works, developing water sources contrary to the planning on water resources, provincial planning and other relevant plans.
What are the activities of basic research on water resources in Vietnam?
According to Article 9 of the Law on Water Resources in 2023, the activities of basic research on water resources are as follows:
Basic research activities on water resources
1. Basic research activities on water resources are to collect information and data to serve the construction of the National Water Resources Strategy, planning on water resources, management, protection, regulation, distribution, restoration, development, exploitation, use of water resources, prevention, mitigation, and remediation of water damage, ensuring water security.
Basic research activities on water resources using state budget funds must be appraised and approved by the competent state agency for the results in accordance with the regulations of the Minister of Natural Resources and Environment.
2. Basic research on water resources must ensure the principles of unity, consistency, continuity, and efficient use of resources.
3. Basic research on water resources includes the following activities:
a) Investigation and assessment of water resources;
b) Inventory of water resources;
c) Construction of the national water resources report;
d) Construction and maintenance of the water resources monitoring network, monitoring, warning, and forecasting of water resources; construction and operation of decision-making support systems;
dd) Survey of river cross-sections; evaluation of the development of riverbed, banks, and river beaches; investigation and survey to serve the preparation of plans for the protection of groundwater, the establishment of protected areas for water sources;
e) Construction of water resource scenarios; reports on the exploitation and use of water resources of provinces, central-affiliated cities, and relevant ministries sent to the Ministry of Natural Resources and Environment for synthesis.

As regulations above, the activities of basic research on water resources include the following:
- Investigation and assessment of water resources;
