The Implementation of Leadership Functions by the Communist Party in Places Without the Establishment of Party Delegations or Party Committees

Based on Section 31.2 of Regulation 24-QD/TW in 2021, Regulation on the implementation of the Charter of the Communist Party, as follows:

31.2. Execution of the leadership function of the Communist Party in places without a party committee, party-affiliated committees.

31.2.1. In places without a party committee, party-affiliated committees, to fulfill the leadership function of the Communist Party, the party committee assigns responsibility to the party members and party members who are officials in charge of agencies and organizations at the same level to promote the role and responsibility of the party committee and party cell in those agencies and units according to the defined functions and tasks.

31.2.2. When the leadership collective of an agency or organization discusses and decides on the policies, tasks, and staff work of the sector, organization, and agency, the party member who is the head of the agency and that organization invites representatives of the party committee and party cell of the agency to participate. When the party committee meets to discuss the implementation of the resolutions of the Communist Party, the party committee, and party cell invite the head to attend (if the head is not in the party committee or is not a party member).
