From what I know, the Law on Identification in 2023 allows for the issuance of ID cards for children under 6 years old. However, I'm not aware of the specific details regarding the availability or the current existence of ID card templates for this age group.

    • The ID card template issued for children under 6 years old will be effective from July 1, 2024 in Vietnam (Expected)

      Based on Article 7 of the Draft Circular on ID Card Templates, the content of the ID card for children under 6 years old is as follows:

      ID card content:

      1. Front side of the ID card includes the following information:

      ...

      (2) For ID cards issued to citizens aged 0-6:

      From top to bottom, from left to right: National emblem of the Socialist Republic of Vietnam, with a diameter of 12mm; SOCIALIST REPUBLIC OF VIET NAM; Independence - Freedom - Happiness; CĂN CƯỚC/Identity Card; Personal identification number/No; Surname, Given names; Date of birth; Sex; Nationality; Valid until/Date of expiry.

      2. Back side of the ID card includes the following information:

      From top to bottom, from left to right: Residence; Place of birth registration; Chip; Date of issuance; QR code; MINISTRY OF PUBLIC SECURYTY; Encrypted information storage section with 03 MRZ lines.

      Therefore, currently, there is no official ID card template for children under 6 years old. However, on February 7, 2024, the Ministry of Public Security issued a proposed ID card template for children under 6 years old in the Draft Circular on ID Card Templates and Birth Certificate Templates for public input until April 7, 2024. According to the proposal, the expected ID card template for children under 6 years old is as follows:

      What are procedures for issuance of ID cards for children under 6 years old in Vietnam from July 1, 2024?

      Pursuant to Clause 2.a Article 23 of the Law on Identification in 2023 stipulating procedures for issuance of ID cards for children under 6 years old as follows:

      2. A person under 14 years of age or his/her legal representative may request the identification-managing agency to issue an ID card. Procedures for issuance of an ID card to a person under 14 years of age shall be carried out as follows:

      a) The legal representative of a person under 06 years of age shall follow procedures for issuance of an ID card to such person via the public service portal or the national identification application. If procedures for obtaining birth registration for a person under 06 years of age have yet to be conducted, his/her legal representative shall follow procedures for issuance of an ID card by those interconnected with birth registration on the public service portal, the national identification application or in person at the identification-managing agency. The identification-managing agency does not collect and receive information about identity and biometric identifiers of persons under 06 years of age;]

      As regulations above, the legal representative of a person under 06 years of age shall follow procedures for issuance of an ID card to such person via the public service portal or the national identification application. If procedures for obtaining birth registration for a person under 06 years of age have yet to be conducted, his/her legal representative shall follow procedures for issuance of an ID card by those interconnected with birth registration.

      What are regulations on uses of ID cards in Vietnam from July 1, 2024?

      Pursuant to Article 20 of the Law on Identification in 2023 stipulating uses of ID cards in Vietnam as follows:

      Uses of ID cards

      1. An ID card is used to prove identification and other information integrated into the card of a card holder for performance of administrative procedures, public services, transactions and other activities in the Vietnamese territory.

      2. ID cards may be used instead of entry and exit documents in case Vietnam and a foreign country have signed a treaty or international agreement permitting citizens of the signatories to use their ID cards instead of entry and exit documents in each other’s territory.

      3. Agencies, organizations and individuals use ID cards or personal identification numbers to inspect information of card holders on the national population database, the national database and the specialized database according to regulations of law.

      In case a card holder must present his/her ID card at the request of the competent agency, organization or individual, such agency/organization/individual must not request the card holder to present another document or provide information printed and integrated into the ID card; in case of any change to information on the ID card, the card holder must provide other legal documents proving the changed information.

      4. The State shall protect legitimate rights and interests of holders of ID cards in accordance with regulations of law.

      As regulations above, an ID card is used to prove identification and other information integrated into the card of a card holder for performance of administrative procedures, public services, transactions and other activities in the Vietnamese territory. ID cards may be used instead of entry and exit documents in case Vietnam and a foreign country have signed a treaty or international agreement permitting citizens of the signatories to use their ID cards instead of entry and exit documents in each other’s territory.

      In addition, agencies, organizations and individuals use ID cards to inspect information of card holders. In cases where the presentation of an ID card is required by authorized organizations or individuals, these entities are not allowed to request additional documents or information that has already been integrated into the ID card, except in cases where the information has changed.

      Note: Law on Identification in 2023 takes effect on July 1, 2024.
