At Clause 2, Article 8 of Decree 138/2020/ND-CP, regulations regarding the form, content, and timing of the official recruitment exam in Round 2 are specified as follows:
Round 2: Examination in specialized professional knowledge
- Examination form: Based on the nature, characteristics, and requirements of the position to be recruited, the head of the competent authority for official recruitment decides on one of the three forms of examination: interview; written test; or a combination of interview and written test.
- Examination content: Evaluates the candidate's knowledge about the policies and directions of the Communist Party, the laws, and policies regarding the recruitment sector; the applicant’s skills in executing public duties according to the requirements of the position to be filled.
The specialized professional knowledge examination content must be based on the responsibilities, professional standards, and qualifications required for the official rank and must meet the job position requirements. In the same recruitment session, if there are positions requiring different professional and technical qualifications, the competent official recruitment authority must organize different specialized professional knowledge tests corresponding to the job position requirements.
- Examination time: Interview lasts for 30 minutes (before the interview, the candidate has no more than 15 minutes to prepare); written test lasts for 180 minutes (excluding the time for copying the question). If a combination of interview and written test is chosen, the interview and written test time is conducted as stipulated in this point.
- Scoring scale (interview, written test): 100 points. If the combination of interview and written test is chosen, the ratio of interview and written test scores is decided by the Chairman of the Examination Council but must ensure a total of 100 points.
- In cases where the official managing body requires higher specifics on the content, form, and time for the examination in Round 2, it must reach an agreement with the Ministry of Home Affairs before implementation.
