Ceasing Service in the People's Public Security: Is Military Service Required in the Reserve Force? Cases for Extending the Active Service Duration of Citizens Participating in the People's Public Security?Dear Editorial Board,I am a newly-retired junior officer from the People's Public Security, but I have been informed that I still need to perform military service in the reserve force. Is this information accurate? I was under the impression that once I ceased service, I would not need to perform any further obligations. I seek your guidance on this matter.Kind regards.

1. Are individuals who cease serving in the People's Public Security required to perform military service in the reserve force?

According to Article 9 of the 2018 People's Public Security Law, the policies on the service of officers, non-commissioned officers, soldiers of the People's Public Security, and public security workers are stipulated as follows:

  1. Officers of the People's Public Security serve under professional policies; non-commissioned officers and soldiers of the People's Public Security serve under professional policies or duty policies; public security workers serve under recruitment policies.

2. Citizens who cease serving in the People's Public Security must perform military service in the reserve force as prescribed by law.

Thus, citizens who cease serving in the People's Public Security must perform military service in the reserve force as prescribed by law.

2. Cases of extension of service time for citizens participating in the People's Public Security duty

According to Article 8 of the 2018 People's Public Security Law, the obligation to participate in the People's Public Security is stipulated as follows:

  1. Citizens performing the duty to participate in the People's Public Security fulfill the obligation to defend the Fatherland within the armed forces. Annually, the People's Public Security is selected citizens of conscription age to serve with a term of 24 months. The Minister of Public Security decides to extend the service time of non-commissioned officers and duty soldiers but not more than 06 months in the following cases:

a) To ensure combat readiness duties;

b) During the implementation of disaster prevention, disease control, rescue, and relief missions.

  1. The procedure for selecting citizens to perform the duty to participate in the People's Public Security is applied as the procedure for selecting citizens to perform military service.

  2. The Government of Vietnam shall detail the provisions of Clause 2 of this Article.

Citizens participating in the People's Public Security duty may have their service time extended but not more than 06 months when in one of the cases mentioned above.
