What are the criteria for rating the quality of officers at the level of accomplishing tasks well?
Article 5 of Decree 90/2020/ND-CP provides the criteria for rating the quality of officers at the level of accomplishing tasks well as follows:
(1) Meeting the following criteria:
- Political ideology
+ Comply with the guidelines, policies, and regulations of the Communist Party, the laws of the State, and the organizational principles and discipline of the Communist Party, especially the principles of democratic centralism, self-criticism, and criticism;
+ Have steadfast political views and bravery; maintain stance; remain undisturbed in the face of difficulties and challenges;
+ Prioritize the interests of the Communist Party, the nation, the people, and the collective over personal interests;
+ Be conscious of researching, learning, and applying Marxism-Leninism, Ho Chi Minh's thoughts, resolutions, directives, decisions, and other documents of the Communist Party.
- Ethics, lifestyle
+ Do not engage in embezzlement, corruption, negativity, wastefulness, bureaucracy, opportunism, exploitation, coercion, or abuse of power; show no signs of moral decay, lifestyle degradation, self-evolution, or self-transformation;
+ Lead a life that is honest, modest, sincere, clear, and simplistic;
+ Foster a spirit of solidarity, building a clean and strong agency, organization, or unit;
+ Do not let relatives or acquaintances take advantage of one's position or authority for personal gain.
- Working style, manners
+ Be responsible for work; dynamic, creative, dare to think, dare to do, flexible in task execution;
+ Adopt scientific, democratic working methods in accordance with principles;
+ Have a sense of responsibility and coordination in task execution;
+ Display proper attitudes and standardized work behavior and manners, meeting the requirements of civil service culture.
- Organizational discipline consciousness
+ Comply with organizational assignments;
+ Follow the regulations, policies, and internal rules of the workplace;
+ Declare and publicly disclose assets and income according to the regulations;
+ Report fully and honestly, providing accurate and objective information about matters related to the implementation of duties and responsibilities assigned and agency activities as required by superiors.
- Results of the performance of assigned duties and responsibilities
For officials and public employees in leadership and management positions:
+ Rectify, institutionalize, and implement the guidelines and policies of the Communist Party and State laws at agencies, organizations, or units;
+ Maintain discipline and order within agencies, organizations, or units; prevent occurrences of disciplinary or legal violations that require handling, prolonged complaints, and accusations; combat corruption and waste within the scope of agencies, organizations, or units;
+ Lead, direct, and organize inspection, auditing, supervision, and complaint resolution within your authority; direct and implement administrative reforms and civil service policy reforms within your agencies, organizations, or units;
+ Formulate annual programs and action plans of the managed and responsible agencies, organizations, or units, clearly defining the results of targets and tasks and quantifying specific products.
(2) Fulfill all task outcomes criteria according to legal regulations, the set plan, or specific assigned tasks on time, with quality assurance and efficiency.
(3) Lead, direct, and manage agencies, organizations, or units or sectors under your responsibility to fulfill all indicators and tasks, with at least 80% meeting the planned schedule, ensuring quality.
(4) Ensure 100% of agencies, organizations, or units under your direct management fulfill their tasks and more.
Does an Officer with Less than 6 Months of Service in a Year Need to be Evaluated for Quality?
Article 2 of Decree 90/2020/ND-CP outlines principles for evaluating and classifying the quality of officials and public employees as follows:
Principles for evaluating and classifying the quality of officials and public employees
Ensure objectivity, fairness, and accuracy; avoid bias, vindictiveness, favoritism, or formalism; adhere to the proper authority for managing, evaluating officials and public employees.
Evaluation and classification must be based on assigned duties and responsibilities and the results of task performance, reflected through specific work and products; for officials and public employees in leadership and management positions, this must relate to the performance outcomes of the agencies, organizations, or units under their management.
3. Officials and public employees with less than 6 months of service in a year will not be evaluated or classified for quality but must still self-review their service time within the year, except in cases of maternity leave.
Officials and public employees absent from work according to legal provisions for 3 to 6 months of service in a year will be evaluated but not classified at the level of accomplishing tasks well or higher.
Officials and public employees on maternity leave under the law will have their annual quality classification based on the quality classification of their actual working time in that year.
- The results of evaluating and classifying the quality of officials and public employees according to this Decree are used as a basis for uniformity in evaluating and classifying Party members.
Thus, if an officer has less than 6 months of service in a year, they do not need to be evaluated or classified for quality but must still review their service time within the year, except in cases of maternity leave.
