The national standard TCVN/QS 1822:2021 on the uniforms of self-defense militia is issued together with Circular 94/2021/TT-BQP, according to which the national standard TCVN/QS 1822-35:2021 on the uniforms of self-defense militia - Part 35: Standing militia backpack, Section 3 Technical requirements for this product are as follows:
3.1 General requirements
3.1.1 External requirements
- Shape:
+ The backpack has a cubic shape, made of canvas fabric, with 2 straps attached to the back, 3 outer pockets (2 small pockets and 1 large middle pocket);
+ The middle pocket is attached to the front body, 2 small pockets are attached to the sides. The large pocket flap is fastened with a metal zipper; the zipper is sewn in the middle of the pocket body. There are fabric straps between the side pockets, between the pocket body and the flap;
+ There are 8 eyelets on the top of the backpack, evenly spaced for threading cords, with a flap and 2 flap zippers;
+ There is a place to attach chopsticks below the strap stopper, and there are straps for securing the blanket on both sides when marching;
+ There is 1 outer pocket on the back;
+ The bottom of the backpack has a cord stopper and a shovel strap;
+ The waist strap is on the outside of the back body, sewn at two corners of the bottom of the backpack.
- Color: Dark blue.
3.1.2 Requirements for materials
- The Standing militia backpack is made from the main material, which is Peco 2x1 canvas fabric in dark blue color, made from fibers with the following composition:
+ Vertical fibers are blended from Polyester (PET) and Cotton (Co) fibers;
+ Horizontal fibers are made from Polyester (PET) fibers.
- The technical specifications of Peco 2x1 canvas fabric are specified in Table B.30 of Appendix B;
- The lining fabric is PVC-coated Kate fabric made from Kate fabric and PVC (with additives). It is a type of fabric with plastic coating on the base fabric; it meets the specified technical requirements in Table B.31 of Appendix B;
- Peco 30/3 thread of the same color as the material is used for sewing;
- The metal zipper is zinc-plated, white in color, with the following dimensions:
+ Large zipper with a diameter of 0.3 cm: Length x width is 2.4 cm x 1.8 cm;
+ Small zipper with a diameter of 0.25 cm: Length x width is 2.1 cm x 1.8 cm.
- Eyelets: Made of aluminum alloy, white in color; outer diameter is 14 mm, inner diameter is 10 mm;
- Shoulder strap padding:
+ Spike padding: Length x width/1 piece is 25.7 cm x 5.7 cm;
+ Foam padding: Thickness of 3 mm, folded into 4 layers.
3.2 Technical specifications
3.2.1 Basic dimensions
The basic dimensions of the Standing militia backpack are specified in Table C.33 of Appendix C.
3.2.2 Cutting requirements
- Cutting details along the fabric fibers: Backpack body, pockets, pocket flaps, shoulder straps, flap reinforcements, binding straps, waist straps, blanket straps, zipper straps, strengthening straps, shovel strap loops, pocket tying straps and threading openings, rear pocket flaps, PVC;
- Cutting details across the fabric fibers: Bottom lining of the backpack, inner strap padding, pocket flaps, pocket edges, backpack flap edges and reinforcements;
- The ends of the shoulder strap, pocket zipper straps, and middle pocket zipper straps are folded 4 times to increase durability.
3.2.3 Sewing requirements
- The sewing lines must have a density of 5 stitches/1 cm. The stitches must be even, without skipped stitches, loose threads, fabric wrinkles, or puckering; the ends of the sewing lines must have 3 overlapping stitches of 1 cm length, tightly stacked together, and any excess thread must be cut off. For the pocket opening and flap edges, there must be 5 overlapping stitches of 1.5 cm length, tightly stacked together;
- The edges, corners, and sides of the backpack must have 2 overlapping stitches;
- The edges of the pockets and pocket flaps must be sewn inside and outside with 1 stitch;
- The ends of the straps, including the zipper straps, flap reinforcement straps, and shovel strap loops, must be sewn in a crisscross pattern;
- There must be 4 stitches for the following: Backpack flap strap, shovel strap loop, horizontal zipper strap, shoulder strap end;
- There must be 5 stitches for the backpack shoulder straps, with 4 layers of foam padding on each side;
- There must be 9 stitches for the foot of the shoulder strap on both sides. The pulling force of the shoulder strap must be greater than 500 N. When the shoulder strap is fastened on both sides, there must be padding on both sides, with one sewn into the body and one sewn into the flap. There must be an opening on the shoulder strap for threading chopsticks;
- Hong Kong seam of 0.7 cm: Side seam, bottom seam of the backpack;
- Backpack opening seam of 2.5 cm, with 8 evenly spaced eyelets;
- Edge seam of 0.1 cm: Waist strap, blanket strap, shovel strap.
