National standard TCVN/QS 1822:2021 for Militia and Self-defense Force clothing issued together with Circular 94/2021/TT-BQP, according to which National standard TCVN/QS 1822-28:2021 for Militia and Self-defense Force clothing - Part 28: Raincoat, Section 3 Technical requirements for rain jackets and rain pantst as follows:

3.1 General requirements

3.1.1 External requirements

- Open-front style coat with continuous zipper, both sides of the lapel have copper buttons. Inside the waist, there is a sewn lapel for threading the adjustment cord. The coat has a detachable hood with a drawstring. The front body has an outer adhesive pocket with a flap. The pocket flap and pocket mouth are attached with Velcro. The back body has a cup holder and a mesh lining inside. The sleeves are adjustable with elastic bands, and the detachable hood is fastened to the coat with copper buttons;

- Elastic waistband, the trouser cuffs have copper buttons at the bottom of the cuffs of both trouser legs.

3.1.2 Material requirements

- rain jackets and rain pantst are made of blue PVC film with a thickness of 0.12 mm to 0.14 mm;

- Buttons made of copper with a diameter of 1.4 cm;

- 4 cm wide trouser elastic band;

- 1 cm wide elastic band for sleeve cuffs;

- Zipper for coat lapel, type 5, crocodile teeth, same color as the main material;

- Peco 50/3 thread, same color as the main material;

- 0.6 cm diameter hood cord, same color as the main material;

- Plastic stopper for hood cord, waist adjustment cord, round shape;

- 2 cm wide special waterproof adhesive tape;

- 2.5 cm wide Velcro, same color as the main material;

- Reinforcement for tongue lining made of 2 layers of moss-colored Peco fabric.

3.2 Technical specifications

3.2.1 Basic dimensions

rain jackets and rain pantst are available in sizes 3, 4, and 5. The basic dimensions of rain jackets and rain pantst are specified in Table C.27 Appendix C.

3.2.2 Cutting requirements

- The details of the product must ensure the alignment of the material threads;

- Details cut along the fabric threads: Trousers, coat body, sleeves, collar, coat pocket box, cup holder, lapel, elastic band for sleeves, reinforcement for tongue lining;

- Details cut across the fabric threads: Coat pocket flap, threading adjustment lapel.

3.2.3 Sewing requirements

- Use size 14 needle for sewing, the stitches must be even, without skipped stitches, puckered fabric, loose threads;

- The stitches must ensure 4 stitches/1 cm. The ends of the stitches must be backstitched 3 times, with a length of 1 cm, overlapping tightly, cut off excess threads, without loose stitches, skipped stitches, puckering;

- The distance from the edge of the fabric to the seam is 0.1 cm: Collar foot, coat pocket, 2 sides of the threading adjustment lapel, cup holder foot, inner seam of trouser cuffs, coat hem, sleeve cuffs, elastic band for sleeves, trouser leg, Velcro attachment;

- The right lapel is folded in 2 cm, stitched at both ends and buttoned with copper buttons;

- The distance from the edge of the fabric to the seam is 0.4 cm: Sewing line for zipper on coat;

- The distance from the edge of the fabric to the seam is 0.7 cm: Collar leaf (part without zipper), decorative line for lapel, lapel edge, pocket flap, reverse tongue lining, decorative tongue lining, pin around 2 layers of tongue lining;

- Parallel stitches spaced 0.7 cm apart: Trousers, coat side seams, sleeve seams, waistband seams;

- The distance from the edge of the fabric to the seam is 2 cm: Cup holder on the back body;

- The distance from the edge of the fabric to the seam is 1 cm: Side seams, shoulder seams, sleeve seams;

- Sewing lines: Coat: Side seams, sleeve seams, sleeves, coat pocket, pocket flap, threading adjustment lapel, cup holder foot, top of the hood. Trousers: Vertical seams, cross seams, fastened with a 2 cm wide special adhesive tape. The adhesive tape is balanced between the sewing lines, ensuring good adhesion temperature, cutting the tape ends neatly at the details, the pressed seam surface is not wrinkled, deformed, shrunk, the pressed surface is not loose, swollen, the overlapping point of the tape lines is 1.5 cm.

3.2.4 Button and Velcro attachment requirements

- The buttons must be securely fastened, without slipping, warping (the front side of the button), in the specified position;

- The Velcro must be securely sewn, aligned on both sides, in the specified position.
