Supplementing the Deficiency of Party Committee Members Proposed by the Party Committee, Directly Decided by the Superior Party Committee – How is it Regulated?
Pursuant to Section 16.2 of Regulation 24-QD/TW in 2021, Regulation on the implementation of the Communist Party Charter, it is stipulated as follows:
16.2. (Clause 2, Article 13): The supplementation of vacant Party committee members as proposed by the Party committee shall be decided by the immediate superior Party committee.
16.2.1. When it is necessary to supplement vacant Party committee members, the collective Party committee shall discuss and unanimously propose to the superior Party committee the specific number and personnel for the superior Party committee to make a decision. In special cases, if deemed necessary, the superior Party committee may decide to supplement the number of vacant Party committee members.
16.2.2. The supplementation of Party committee members, members of the standing committee, secretaries, and deputy secretaries who are party members within the party committee, in general, shall follow the procedure: Assigned to the executive committee of the party committee; the executive committee of the party committee shall elect the necessary positions.
16.2.3. The immediate superior Party committee may assign a named party member who is a superior Party committee member to the position of secretary, deputy secretary, or chairman of the inspection committee of the subordinate Party committee.
16.2.4. When necessary, the superior Party committee has the authority to mobilize party members from other party committees to be assigned to the Party committee and hold the positions of members of the standing committee, deputy secretary, secretary of the Party committee, and chairman of the inspection committee.
16.2.5. Assignment of additional Party committee members: When really necessary, the subordinate Party committee shall discuss and unanimously propose to the superior Party committee to assign additional subordinate Party committee members. Compared to the number of Party committee members decided by the congress, the number of additional assigned Party committee members shall not exceed 10% for the district and equivalent levels and above, and not exceed 20% for the grassroots level. For other specific cases, the Central Organization Committee shall issue guidelines.
