Supplementary or Additional Appointment of Party Committee Members and Standing Committee Members: What are the Regulations?
Additional appointment or increase in the number of Party Committee members, members of the Party Standing Committee is stipulated in Section 14 of Guideline 01-HD/TW of 2021 on a number of specific issues implementing the Charter of the Communist Party. To be specific:

Some specific cases to be executed as follows:
15.1. For grassroots-level Party Committees in communes, wards, and commune-level towns, the Party Congress decides to elect at least 9 Party Committee members. However, if less than 9 members are elected, the superior Party Committee will direct to consolidate and consider appointing additional members to meet the conditions for electing the Standing Committee of the Party Committee.
15.2. When absolutely necessary, due to the inability to elect a secretary, the superior Party Committee may appoint a Party member from within or outside the Party Committee, cell branch to participate in the Party Committee and act as the secretary.
15.3. For comrades who have been nominated by the Congress or the Executive Committee meeting for election to the Party Committee or Standing Committee but received no more than 50% of the votes, the consideration for additional appointment to the Party Committee or Standing Committee needs a careful evaluation of their reputation, capacity, and specific structure. This should only be executed at least 12 months after the Congress or Executive Committee meeting and must be agreed upon by more than half of the current Party Committee members.
15.4. In cases where the Congress elects fewer than half of the intended Party Committee members decided by the Congress, the additional appointment must be carefully considered and executed step by step to ensure quality.
15.5. An increase in the number of Party Committee members at the grassroots level exceeding 10% and exceeding 20% at the higher levels compared to the number decided by the Congress must be proposed by the subordinate Party Committee to the Central Party Committee Organization for written approval.
