Submission, transfer of incoming documents to the Supreme People's Courts
Pursuant to Clause 1, Article 26 of the Regulation on office work in the People's Court system issued together with Decision 01/QD-TANDTC in 2022, the regulations on the submission, transfer of incoming documents to the Supreme People's Courts are as follows:
- After receiving, the office's secretariat is responsible for sorting, processing and transferring the incoming documents to the head of the office in charge of the work for review and opinion, then completing the procedures for stamping, registering in the Incoming Document Register (or entering into the document management software) and transferring to the unit responsible for resolving.
The unit's secretariat is responsible for transferring the documents of its unit to the head of the unit for review, for instructions on how to resolve.
- Important documents, after the Chief of Staff or Deputy Chief of Staff in charge determines that they fall within the jurisdiction of the handling or resolution of the leader, the secretariat must proceed to transfer them immediately to the leader for timely resolution.
- For incoming documents outside the envelope with the name of the unit or individual or clearly stated "Only the person named can open the envelope", the Incoming Document Department will receive the registration into the registration book according to the information outside the envelope and transfer the entire envelope to the secretariat of the units or individuals whose names are clearly stated on the envelope.
- For confidential documents, the secretariat does not open the envelope, the secretariat staff of the units are responsible for entering the registration book according to the information outside the envelope and transferring it to the Chief Justice, the head of the unit for handling. The unit or individual receiving the document, after reviewing and processing the work, must store and preserve it according to the confidentiality regime for confidential documents.
- The transfer of documents must ensure the accuracy of the recipient and absolutely keep the content of the document confidential, clearly indicate the time of receipt. The recipient must sign for the transfer book, stating their full name.

Submission, transfer of incoming documents to the High People's Courts and the Provincial People's Courts in Vietnam
According to Clause 2, Article 26 of the Decision 01/QD-TANDTC in 2022, the regulations on the submission, transfer of incoming documents to the High People's Courts and the Provincial People's Courts are as follows:
- After receiving, the secretariat staff is responsible for transferring the incoming documents to the head of the office for review, for opinion, stamping, registering in the Incoming Document Register and transferring to the unit responsible for resolving.
- Important documents, after the head of the office has finished reviewing, must be submitted to the Chief Justice or Vice Chief Justice in charge.
- For incoming documents outside the envelope with the name of the unit or individual or clearly stated "Only the person named can open the envelope", the secretariat staff is responsible for entering the registration book according to the information outside the envelope and transferring the entire envelope to the unit or individual.
- For confidential documents, after the head of the office has reviewed, submit to the head of the agency for handling. The unit or individual receiving the document, after reviewing and processing the work, must store and preserve it according to the confidentiality regime for confidential documents.

Pursuant to Clause 3, Article 26 of the Decision 01/QD-TANDTC in 2022, the regulations on the submission, transfer of incoming documents to the District People's Court are as follows:
- After receiving, the secretariat staff is responsible for transferring the incoming documents to the head of the unit for stamping, registering in the Incoming Document Register and transferring to the person responsible for resolving.
- For incoming documents outside the envelope with the name of the unit or individual or clearly stated "Only the person named can open the envelope", the secretariat staff is responsible for entering the registration book according to the information outside the envelope and transferring the entire envelope to the unit or individual.
- For confidential documents, after the head of the unit has reviewed and given an opinion, the unit or individual receiving the document must review, process the work and store and preserve it according to the confidentiality regime for confidential documents.
- The transfer of documents must ensure the accuracy of the recipient and absolutely keep the content of the document confidential, clearly indicate the time of receipt. The recipient must sign for the transfer book, stating their full name.
