Strive to achieve 100% of talents staying to work in Vietnam after 5 years of attracting

On July 31, 2023, the Prime Minister of Vietnam issued Decision 899/QĐ-TTg in 2023 to approve the National Strategy on Attracting and Utilizing Talents until 2023, with a vision to 2050.

As prescribed in Section 1 Article 1 of Decision 899/QĐ-TTg in 2023, the target of achieving the percentage of talents staying to work is as follows:

b) Objectives for 2030, with a vision to 2050:

Maintain the percentage of talents attracted to work in state agencies, organizations, and units at no less than 20% of the total number of new recruitment cases each year.

Strive to achieve 100% of talents (recognized) to continue to work after 05 years of being attracted and utilized to work in state agencies, organizations, and units; the percentage of talents trained and developed in the field of science and technology to reach 30% in 2025; reaching 60% in 2030 to gradually reach 100% in 2050.

The Global Talent Competitiveness Index (GTCI) from 2031 onwards is always improved, striving to increase gradually over the previous year; the indices on "talent attraction", "talent retention" rank high among high-middle-income countries.

Create a breakthrough in promoting the linkage of innovation networks, connecting talents. Establish the Global Vietnamese Talent Network, the Global Vietnamese Expert and Scientist Network, including top-notch scientists of international stature in basic sciences, high technology and key economic industries; talented leaders and managers, including many strategic-level officials; talented entrepreneurs, including many regional-scale entrepreneurs; leading experts, young talents and talented prospects in the fields of politics, economics, science and technology, culture and society and other fields.

Thus, the key target set by the Government is to achieve 100% of talents staying to work after 05 years of being attracted and utilized to work at state agencies, organizations, and units by 2030, with a vision to 2050.

What are tasks and methods in the National Strategy on Attracting and Utilizing Talents in Vietnam?

As prescribed in Section 2 Article 1 of Decision 899/QĐ-TTg in 2023, the tasks and methods in the National Strategy on Attracting and Utilizing Talents in Vietnam are as follows:

(1) Reform thinking and improve responsibility in implementing the policy of attracting and utilizing talent

(2) Build and improve the system of institutions and policies to attract and utilize talent

(3) Encourage and discover, recommend talents

(4) Improve quality, create breakthroughs in training and development of talents

(5) Improve the quality of the leadership and management team at all levels in the detection, attraction and utilization of talent

(6) Strengthen cooperation, exchange, and international integration on talent

(7) Build a fair, professional working environment; civilized and modern living environment

(8) Strengthen information and propaganda about attracting and utilizing talent

(9) Encourage organizations, individuals and heads of agencies, organizations and units to implement the talent policy and promptly and severely handle violations of the talent policy

(10) Attract and effectively use investment resources for attracting and utilizing talent

(11) Promote the role of the Vietnam Fatherland Front and its member organizations in gathering and mobilizing talents in the country and abroad to participate in nation building;

Immediately grasp the aspirations and reflect the proposals and suggestions of talents, especially Vietnamese talents abroad, to the Party and the State;

At the same time, participate in building policies to attract and promote human resources in line with the development of the country.

04 target groups are focused on searching in the National Strategy on Attracting and Utilizing Talents in Vietnam

As prescribed in Section 2.3 Article 1 of Decision 899/QĐ-TTg in 2023, 04 target groups are focused on searching in the National Strategy on Attracting and Utilizing Talents in Vietnam:

- Students who have excellent academic records, graduated with honors, have outstanding qualities and talents from educational institutions.

- People with master's, doctoral degrees, professors, associate professors, have research papers that are recognized and applied effectively to practical life.

- Civil servants, civil servants, and workers working at agencies, organizations, units of the Party, State, Vietnam Fatherland Front and political - social organizations with outstanding abilities, always completing well or excellently tasks and duties.

- People with outstanding qualifications, abilities and practical experience working in other fields, regions, and areas, including both within and outside the country.
