Steps for Conducting the Review, Assessment, and Classification of Party Members at the End of the Year
In the Guidelines 16-HD/BTCTW of 2018 on reviewing, evaluating, and ranking the annual quality of Communist Party organizations, Party members, and collective and individual leaders and managers at various levels, issued by the Central Organizing Committee, the following steps for conducting end-of-year Party member assessments are stipulated:
- Preparation for Review
a) Preparation of review reports for collectives and individuals
- The head of the Party committee, the Party organization, the leadership of the agency, and the unit directly guide the preparation of the collective review report according to Form 1 and gather opinions from involved organizations and individuals as regulated by the competent authority. The draft review report must be sent to participants of the review conference at least 3 working days in advance.
- Each individual prepares a self-review report according to Form 2.
b) Suggestions for reviews for collectives and individuals
- The Politburo and the Secretariat suggest reviews for Party committees, Party organizations, agencies, units under the Central Government, and officials managed by the Politburo and the Secretariat; Party committees and organizations suggest reviews for collectives and individuals under their management authority (if necessary).
- The organization commission of the Party committee or the agency advising on organizational and personnel work is responsible for coordinating with related agencies to advise the competent authority on the collectives and individuals that need suggested reviews and review content.
- Conducting Reviews
- The annual review of Party members and the collective and individual leaders and managers is conducted at the year’s end. The collective is reviewed first, followed by individuals; the head is reviewed first, followed by deputies and other members; the results of the collective review serve as the basis for the individual review, and the results of the individual review supplement and complete the collective review. The Party committee and organization conduct the review after the leading and managing collectives of the government, professional, and mass organizations have completed their reviews. Party cells with Party groups may review members in the Party group first and then report the results to the Party cell.
- The superior Party committee develops plans, forms work teams to attend and direct reviews at locations with suggested reviews, and assigns Party committee members and staff from advisory and assistance departments to attend, direct, and summarize review results at the Party committee, Party organization, and subordinate leadership collectives to report to the Party committee.
- The head or an authorized person presents the collective review report; each member of the collective contributes comments and clarifies individual roles and responsibilities concerning the strengths and weaknesses of the collective. The head consolidates and concludes each content received to complete the report.
- Individuals present their self-review report; each member of the collective contributes comments and critiques; the chairperson concludes the strengths and weaknesses of each individual; individuals receive and complete their self-review report. When reviewing the head, the deputy is assigned to chair. Party members holding leadership and management positions at any place are deeply reviewed concerning their duties and responsibilities at that place, with a focus in the Party cell on reviewing the implementation of Party member tasks.
- The duration for organizing reviews of the collective and individuals of the provincial Party committee, city Party committee, and Party committee under the Central Government is a minimum of 03 days; for locations with suggested reviews from the Politburo and the Secretariat, a minimum of 04 days; for Party boards, Party committees, and leadership collectives under the Central Government, a minimum of 02 days; for those suggested by the Politburo and the Secretariat, a minimum of 03 days. The provincial, city, and centrally-affiliated Party committees prescribe the review period for collectives and individuals under their management.
