On June 10, 2024, the Government issued Decree 63/2024/ND-CP, which regulates the implementation of electronic interconnection for two groups of administrative procedures: birth registration, permanent residence registration, and health insurance card issuance for children under the age of six; death registration, cancellation of permanent residence registration, burial fee settlement, and inheritance settlement.

According to Decree 63/2024/ND-CP, the implementation of electronic interconnection for the following two groups of administrative procedures is specified:

- Birth registration, permanent residence registration, and health insurance card issuance for children under the age of six;

- Death registration, cancellation of permanent residence registration, burial fee settlement, and inheritance settlement.

Starting from July 1, 2024, the registration of birth, permanent residence, and health insurance card issuance for children under the age of six will be electronically interconnected.

What documents are required to electronically interconnect the processing of three administrative procedures for children under the age of six in Vietnam?

According to Article 5 of Decree 63/2024/ND-CP, the documents required for electronically interconnecting the processing of three administrative procedures for children under the age of six (birth registration, permanent residence registration, and health insurance card issuance) include:

- Electronic declaration form (Form 01 issued together with Decree 63/2024/ND-CP).

- Digitally signed electronic data of the Birth Certificate interconnected from healthcare facilities with the e-Government service software. In case the Birth Certificate is not available, the substitute documents according to the regulations on Citizenship must be attached.

- In case the child's permanent residence registration is different from the parents' (with parental consent, if applicable), the required documents according to the regulations on residence must be attached.

Note: If any of the above documents are in paper form, they must be digitized according to the regulations stated in Government Decree 107/2021/ND-CP.

What are procedures for electronically interconnecting the processing of three administrative procedures for children under the age of six in Vietnam?

According to Article 7 of Decree 63/2024/ND-CP, the process of registering births, permanent residence, and health insurance card issuance for children under the age of six is as follows:

Step 1: Prepare the documents.

Step 2: Submit the required documents according to Article 6 of Decree 63/2024/NĐ-CP as follows: The applicant accesses the National Public Service Portal (at dichvucong.gov.vn) or the VNeID application, selects the category "Interconnected public services for birth registration, death registration" to submit the application online and pay the fees as regulated.

Step 3: The provincial administrative procedure settlement information system receives the birth registration documents from the e-Government service software; an appointment for result collection is notified to the applicant through the National Public Service Portal, VNeID application, and SMS messages.

Step 4: The processing time for the administrative procedures should not exceed 03 working days from the date when the competent authorities receive the complete documents as specified. In case verification is required, the processing time should not exceed 05 working days. If the documents are received after 3 PM, the processing time will start from the next working day.

If the competent authorities fail to meet the appointment, they must apologize and reschedule the result collection date through the e-Government service software to be sent to the applicant through the National Public Service Portal, VNeID application, and SMS messages, clearly stating the reason for the delay and the new result collection date.

Step 5: After completing the procedure, the receiving agency must respond with the status of acceptance within a maximum of 2 working hours from the time they receive the data.

If the successful response is not received within the specified time, the e-Government service software will send a warning to the relevant systems for technical staff to handle it immediately within the working day.

Step 6: After the successful acceptance by the shared e-Civil Registry Management Software of the Ministry of Justice, the provincial administrative procedure settlement information system will provide feedback on the status and information of the birth registration documents to the e-Government service software.
