What are the professional competence standards of Grade I librarians in Vietnam?
Under Clause 3, Article 4 of Circular 02/2022/TT-BVHTTDL (effective from August 15, 2022), the professional competence standards of Grade I librarians in Vietnam are as follows:
a) Thoroughly understand the guidelines and policies of the Communist Party of Vietnam, the laws of the State, and the development strategies for libraries and reading culture;
b) Have in-depth knowledge of library operations;
c) Have the ability to analyze, aggregate, systematize, and propose, advise on the formulation of policies, laws, projects, and activity programs related to libraries;
d) Have the capacity to organize and direct the implementation of research, application of scientific and technical advances to improve and enhance the quality and efficiency of library work;
dd) Have basic information technology skills, be able to use a foreign language or use a minority language for public employees working in minority areas as required by the job position.
What are the requirements for public employees applying for examination or consideration for rank promotion to the professional title of Grade I Librarian in Vietnam?
Under Clause 4, Article 4 of Circular 02/2022/TT-BVHTTDL (effective from August 15, 2022), the requirements for public employees applying for examination or consideration for rank promotion to the professional title of Grade I Librarian in Vietnam are as follows:
a) Have held the professional title of Grade II Librarian or equivalent for at least 06 years. In case of equivalent time, there must be at least 01 year (12 full months) holding the professional title of Grade II Librarian as of the deadline for submitting the application for the examination or consideration for promotion;
b) During the time of holding the professional title of Grade II Librarian or equivalent, have led the research and development of at least 02 ministerial-level or higher scientific research topics, schemes, projects, programs in the library sector that have been accepted and approved by competent authorities, or have led the development and completion of the national database, national bibliographic information, national and international union catalog.
