Standards for Professional Competence and Qualifications for Senior Specialist Rank in the Administrative Sector

Pursuant to Clause 3, Article 5 of Circular 2/2021/TT-BNV (Effective from August 1, 2021) stipulating the standards of professional competence for the position of Senior Specialist in administrative specialty as follows:

- Comprehensive understanding of the guidelines, orientations of the Communist Party, laws, and development directions, strategies, policies of the sector, field of work; thorough grasp of the political system, organizational system of state agencies, public policies, officials, and specialized professional knowledge and skills in the sector, field of management;

- Ability to research, draft legislative documents, proposals, projects, action programs; ability to advise on strategy formulation, planning, plans, policies associated with the professional expertise of the sector, field, or local area of work;

- Ability to analyze, aggregate, systematize, and propose solutions to perfect or resolve practical issues within the management scope of the sector, field, or local area;

- Thorough understanding of the situation and development trends of the sector, field domestically and internationally; capability to organize research for management and process management information;

- Skills in drafting, presenting, defending, constructing, and implementing projects, proposals, programs related to state management work of the sector, field, or local area;

- Capability to organize and direct the application of scientific and technical advancements to improve and enhance the quality and efficiency of work in the sector, field, or local area;

- Basic information technology skills, proficiency in a foreign language at level 4 according to the Vietnamese language proficiency framework, or ability to use ethnic minority languages for officials working in ethnic minority areas as required by the job position.
