Standards for Professional Competence and Expertise for the Official Rank in the Administrative Specialty
Based on Clause 3 Article 7 Circular 2/2021/TT-BNV (Effective from August 1, 2021) regulating the Specialist rank as follows:
- Standards on professional and operational capacity:
a) Master the guidelines and policies of the Communist Party, laws on the industry, field of work, management goals and objects, system of principles, and operational management mechanisms within the scope of work;
b) Have the capability to participate in the development and guidance of implementation policies, regulations on state management in the sector, field, or local work; have the ability to participate in research serving management and information handling;
c) Possess the ability to work independently or collaborate in groups; have skills in drafting documents and presenting issues assigned for advice and proposals;
d) Have basic information technology skills, use foreign languages at a level equivalent to level 3 of the Vietnamese foreign language proficiency framework, or use ethnic minority languages for officials working in ethnic minority areas as required by the job position.
