1. What are the professional competence standards of principal preservation technicians in Vietnam?
Under Clause 3, Article 19, Circular 29/2022/TT-BTC, the professional competence standards of principal preservation technicians in Vietnam are as follows:
a) Master the guidelines and policies of the Communist Party of Vietnam and the laws of the State related to national reserve work; master the administrative reform program of the Government of Vietnam, the Ministry of Finance, the national reserve sector, and the development strategy of the financial sector and the national reserve sector;
b) Master the principles, policies, standards, technical regulations, economic-technical norms, quality management regulations, and the management of the preservation of national reserve goods in specialized fields;
c) Have specialized expertise in the preservation work of national reserve goods; have skills in drafting normative legal documents, developing subjects, proposals, projects, research programs in the field of national reserves;
d) Have the ability to organize, guide, and implement policies, regulations on state management in the field of national reserves; organize coordination, inspection, and summarize the implementation of policies in the national reserve sector;
dd) Have the ability to research, aggregate, propose, build, supplement, and amend some technical processes, quality management regulations, and the management of economic-technical norms in the preservation work of national reserve goods;
e) Have basic information technology skills and be able to use a foreign language or ethnic minority language for officials working in ethnic minority areas as required by the job position.
2. What are the qualification standards of principal preservation technicians in Vietnam?
Under Clause 4, Article 19, Circular 29/2022/TT-BTC, the qualification standards of principal preservation technicians in Vietnam are as follows:
a) Hold a university degree or higher in a technical major suitable for the job position requirements;
b) Have a certificate of retraining in state management knowledge and skills for officials holding principal specialist grade and equivalent or have an advanced degree in political-administrative theory.
