Semi-mountainous Communes Upgrading to New Rural Areas: Eligibility for Investment Policies for Semi-mountainous Areas?
Based on the provisions of Article 1, Decision 596/QD-TTg of 2018:
The particularly disadvantaged communes in coastal areas and islands, when recognized by competent authorities to be upgraded to wards, commune-level towns, or meeting new rural standards within the year, shall continue to receive investment support from the National Target Program for Sustainable Poverty Reduction for the 2016-2020 period until the end of the year; From the following year, these communes will no longer be listed among particularly disadvantaged communes in coastal areas and islands for the 2016-2020 period according to Decision 131/QD-TTg dated January 25, 2017, and will not be subject to investment support under the National Target Program for Sustainable Poverty Reduction for the 2016-2020 period.
According to this provision, in cases where particularly disadvantaged communes in coastal areas and islands are recognized by competent authorities as meeting new rural standards in any given year, they shall continue to enjoy investment policies of the Program for coastal communes in that year.
Therefore, in the case of your commune, which is currently benefiting from coastal commune policies and has been recognized as meeting new rural standards from the end of November 2020, your commune will continue to enjoy investment policies for coastal communes until the end of this year.
Starting from 2021, your commune will no longer be eligible for policies aimed at particularly disadvantaged communes in coastal areas.
