Selection criteria for citizens to join the Public Security force in Vietnam

I am currently studying at a high school and I have a desire to apply for the Public Security force. However, I am not sure about the regulations regarding background checks. Could you please provide information on the selection process for the People's Public Security sector?

The Decree 103/2015/ND-CP dated October 20, 2015 by the Government provides detailed regulations and measures for the implementation of certain provisions of the Law on People's Public Security, and sets standards and conditions for the selection of citizens into the People's Public Security as follows:

- According to this Decree, citizens selected into the People's Public Security must meet the following criteria:

+ Being a citizen of the Socialist Republic of Vietnam;

+ Meeting the political standards of the officers and soldiers of the People's Public Security; having ethical qualities and good health; voluntarily serving in the People's Public Security under the professional regime or recruitment regime;

+ Having professional, technical, and aptitude qualifications suitable for police work.

- Selection criteria:

+ The People's Public Security has a need;

+ Meeting the above-mentioned standards.

Procedure for selecting citizens into the People's Public Security:

Step 1: After the public announcement of quotas, subjects, standards, professions, and conditions for selection by the recruiting units of the People's Public Security, citizens prepare their dossiers according to regulations.

Step 2: Submit the dossier at the designated location as announced by the recruiting units of the People's Public Security.

Step 3: Participate in the selection process as required by the recruiting units of the People's Public Security.

Step 4: Receive the temporary selection decision or employment decision after meeting the selection requirements.

Number of dossier components:

a) Dossier components include:

Voluntary application to serve long-term in the People's Public Security.

Birth certificate (if a certified copy must be certified by the People's Committee of the commune, ward, town or notary).

Personal background according to the prescribed form of the Ministry of Public Security, certified by the local authorities (commune, ward, town of residence) or the agency where they work, with a 4x6 cm ID photo with a stamped border.

Diplomas, certificates of academic qualifications, technical expertise (according to recruitment needs), if a certified copy must be notarized.

Certificate of membership in youth organizations, party membership (if applicable).

Health certificate issued by the authorized medical agency at the district level or higher, valid for 6 months from the date of dossier submission.

Certificates of wounded soldiers, martyrs; children of national armed forces heroes, labor heroes (if any).

If they are civil servants, public officials, officers of the people's armed forces transferring to another sector, there must be an assessment of the officer (on qualities, ethics, professional qualifications...) during their tenure at the agency, unit.

If they are citizens graduating from university, college, professional secondary school; vocational college, vocational secondary school, primary vocational school, they must provide a certified copy of their academic transcript or academic achievement record.

b) Number of dossiers: 01 (one) set.

- Administrative procedure implementing agency: Units under the Ministry of Public Security.

- Form name, declaration form: Personal background according to the prescribed form of the Ministry of Public Security.

Processing time:

+ Within 3 months from the receipt of the applicant's dossier, the Selection Council must complete the procedures to submit to the authorized leadership for a decision on selection, temporary selection, or a response to the applicant on the reasons for not being selected.

+ Within a maximum of 30 days from the date of announcing the selection results, the Director of the unit, local police authority with the authority to decide on the selection must issue a temporary selection or employment decision.

Priority selection of ethnic minority people:

In terms of prioritizing the selection of students into the People's Public Security, as stipulated, the People's Public Security is given priority to select outstanding students graduating from universities and vocational education institutions that meet the required standards for training and supplementation into the People's Public Security. In addition, to meet the needs of protecting national security and ensuring order, social safety, and crime prevention in strategic areas, every year, the Ministry of Public Security is given priority to select citizens from ethnic minority groups or other citizens who have continuously resided in mountainous, highland, remote, border, and island areas for at least 10 years and have appropriate professional qualifications to join the People's Public Security. Furthermore, every year, the Ministry of Public Security selects officers, non-commissioned officers, and cadets from the People's Public Security Academy to participate in training programs at domestic and foreign training institutions to acquire the necessary skills for police work.

Therefore, according to the provisions of the Government, only when the recruiting units and local police authorities are approved by the Minister of Public Security to select citizens into the People's Public Security (i.e., when there is a need for the People's Public Security) and the candidates meet the specified criteria, will they be considered for selection and recruitment.
