According to the provisions at Point h Clause 1 Article 70 of Decree 91/2017/ND-CP (effective from October 1, 2017) guiding the Law on Emulation and Commendation, this issue is regulated as follows:

An individual who is awarded or posthumously awarded the Third-Class Labor Medal will receive the medal along with a reward equivalent to 4.5 times the statutory pay rate.

An organization awarded various types of medals, awarded Certificates of Merit, will receive the medals along with a reward twice the amount of the reward for individuals prescribed in Clause 1 of this Article.

Regarding the statutory pay rate: From July 1, 2019, the statutory pay rate applicable to officials and public employees, and the armed forces as per Decree 38/2019/ND-CP, stipulates that the statutory pay rate for officials and public employees and the armed forces is 1,490,000 VND/month.

Expansion: Conditions for receiving the Third-Class Labor Medal (Article 24 of this Decree)

  1. The Third-Class “Labor Medal” is awarded or posthumously awarded to individuals who continuously and excellently complete tasks with many innovations in labor, construction, and defense of the country, setting an example in strictly adhering to the policies of the Communist Party, laws, and policies of the State and meeting one of the following standards:

a) Have been awarded a "Certificate of Merit from the Prime Minister of the Government of Vietnam" and continuously achieve outstanding achievements for 5 years or more thereafter, during which time they propose 2 initiatives that prove effective, have widespread influence, and set an example within the ministry, sector, province, or central-level mass organization recognized by the ministry, sector, province, or central-level mass organization;

b) Achieve particularly outstanding and sudden achievements in labor, study, or work that have widespread influence and set an example within the ministry, sector, province, or central-level mass organization recognized by the ministry, sector, province, or central-level mass organization or achieve particularly outstanding and sudden accomplishments recognized with high regional or global awards;

c) Have inventions or innovations that are applied effectively, have widespread influence, and set an example within the ministry, sector, province, or central-level mass organization recognized by the ministry, sector, province, or central-level mass organization;

d) Have exceptional scientific works or outstanding artworks within the field recognized by the ministry, sector, province, or central-level mass organization recognized by the ministry, sector, province, or central-level mass organization.

  1. The Third-Class “Labor Medal” is awarded or posthumously awarded to workers, farmers, exemplary laborers adhering well to the policies of the Communist Party, laws, and policies of the State meeting one of the following standards:

a) Meet one of the standards prescribed in Clause 1 of this Article;

b) Workers have made 2 inventions, innovations or initiatives that are highly effective in their field and are recognized by agencies, units, and organizations within the ministry, sector, province, or central-level mass organization, contributing to training, fostering, and assisting colleagues in improving professional knowledge and skills;

c) Farmers have effective initiatives applied within the province or centrally-run cities or have effective and stable production models for 3 years or more, helping many households escape poverty and creating jobs for workers, recognized by the district level.

  1. The Third-Class “Labor Medal” is awarded or posthumously awarded to individuals with a continuous and long-term dedication to agencies, organizations, and unions, achieving outstanding achievements in the nation's construction meeting one of the following standards:

a) Participated continuously in the two resistance wars against the French, the Americans, holding one of the following positions:Director-General, Standing member of the Provincial or City Party Committee directly under the Central Government, Vice-Chairman of the Provincial People's Council, Provincial People's Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front for 5 years.

Director of a Department, Head of a Division, Vice-Chairman of the Provincial Committee of the Vietnam Fatherland Front, Head of political-social organizations at the provincial level, Secretary, Chairman of the People's Council, People's Committee of districts or district-level towns, Vice-Director General or equivalent position, from 6 to under 10 years.

b) Participated continuously in the resistance war against the Americans or in the nation's construction and defense, holding one of the following positions:Director-General, Standing member of the Provincial or City Party Committee directly under the Central Government, Deputy Head of the Provincial Delegation of the National Assembly, Vice-Chairman of the Provincial People's Council, Provincial People's Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front or equivalent position from 6 to under 10 years.

Director of a Department, Head of a Division, Vice-Chairman of the Provincial Committee of the Vietnam Fatherland Front, Head of political-social organizations at the provincial level, Secretary, Permanent Deputy Secretary, Chairman of the People's Council, People's Committee of districts or district-level towns, Vice-Director General or equivalent position from 10 to under 15 years.

  1. The Third-Class “Labor Medal” is awarded to collectives who excellently complete tasks, strictly adhere to the policies of the Communist Party and laws and policies of the State, maintain internal unity, meeting one of the following standards:

a) Achieve outstanding accomplishments, having widespread influence, and setting an example in fields recognized by the ministry, sector, province, or central-level mass organization recognized by the ministry, sector, province, or central-level mass organization;

b) Have been in operation and development for 10 years or more, during which time they have been awarded "Certificates of Merit from the Prime Minister of the Government of Vietnam" and continuously achieved excellent performance for 5 years or more thereafter, including being awarded Emulation Flags twice by the ministry, sector, province, or central-level mass organization, or being awarded an Emulation Flag of the ministry, sector, province, or central-level mass organization once and a Certificate of Merit by the ministry, sector, province, or central-level mass organization once. For collectives not subject to the emulation flag award, they have been awarded Certificates of Merit by the ministry, sector, province, or central-level mass organization twice during this period.

  1. Foreigners, overseas Vietnamese, and foreign collectives with exceptional achievements contributing to the country's socio-economic development, recognized and proposed by the ministry, sector, province, or central-level mass organization.
