Issuing Resolution 185/NQ-CP in 2023 on the Regular Meeting of the Government in October 2023 in Vietnam
On November 7, 2023, the Government of Vietnam issued Resolution 185/NQ-CP in 2023 on the contents of the regular meeting of the Government held on October 25-26, 2023.
In the resolution, the Government issued the following requirements to the ministries, ministerial-level agencies, government agencies, and provincial People's Committees:
- Continue to closely monitor the situation, coordinate closely, and implement the tasks and solutions proposed in a flexible, coordinated, and effective manner in all areas.
- Promote unity and consensus in leadership and administration, and resolutely overcome the situation of avoiding, shirking responsibility, psychological hesitation, fear of making mistakes, fear of responsibility, and not daring to participate in handling work.
- Be timely, calm, and clear-headed in policy response.
- Take advantage of favorable factors and market opportunities in the country and abroad during the end of the year; resolve difficulties and challenges.
- Continue to prioritize promoting growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.
- Focus on implementing solutions to strongly promote the three growth drivers (investment, consumption, and exports), new drivers for green economy, digital economy, circular economy, ensuring social security, and striving to complete the highest possible goals, targets, and tasks set for 2023.

According to Article 15 of the Annex to the Specific Tasks assigned to Ministries and Local Agencies in November 2023 and the time to come, issued together with Resolution 185/NQ-CP in 2023, the following tasks are assigned to the Ministry of Interior:
- Continue to review, complete, and institutionalize the regulations of the Party and the National Assembly on the salary reform policy, ensuring feasibility, quality, and on schedule.
In addition, the Ministry of Interior also has the following tasks:
- Focus on organizing the implementation of the administrative restructuring of district-level and commune-level units in the period 2023-2025, ensuring the progress and objectives set out in the directive of the Prime Minister in the Official Telegram 972/CĐ-TTg in 2023, and promptly report to the competent authorities on difficulties and obstacles in the implementation process.
- Instruct and urge localities to resolve arising issues, especially the consolidation of organizational structure and the resolution of surpluses for civil servants, public employees, and workers in agencies, organizations, and units, and the resolution of the issue of headquarters and public assets... at the district-level and commune-level units formed after restructuring.
Stabilizing the market price in the last months of the year and the Lunar New Year holiday 2024 in Vietnam
According to Subsection 1, Section 1 of Resolution 185/NQ-CP in 2023 on the tasks of ministries, agencies, and localities according to their functions, tasks, and powers, as follows:
- Monitor the supply and demand of the market and prices, and proactively implement a program to stabilize the market and prices, especially in the last months of 2023 and the Lunar New Year holiday of 2024.
- Implement the plan to adjust the prices of goods and services under government management, especially electricity prices, healthcare and education service prices, in a timely, appropriate manner, in accordance with regulations, and in line with reality, ensuring that it both promotes growth and production and business, and controls inflation as set out.
- Improve the efficiency of market management, combat smuggling, commercial fraud, and counterfeit goods; strictly handle violations in accordance with the law.
- Focus on promoting the effective development of the domestic market, continue to promote the "Vietnamese people prioritize using Vietnamese goods" movement, promotional programs, trade promotion activities, tourism, product promotion, supply and demand connection...
- Expand export markets; exploit and effectively utilize the signed trade agreements and agreements; strengthen negotiations and signing of new free trade agreements.
- Timely provide market information, create maximum convenience for businesses in implementing customs procedures for goods, and promote the development of logistics to reduce export time and costs.
