Responsibilities of the Commander of the Mobile Police and the Director of Provincial Police
According to Article 19 of the Law on Mobile Police 2022 (effective from January 1, 2023) on the responsibilities of the Commander of the Mobile Police and the Director of the Provincial Police as follows:
The Commander of the Mobile Police is responsible for organizing the execution of tasks and powers as prescribed in Articles 9 and 10 of this Law, and is accountable before the law and the Minister of Public Security for the activities of the Mobile Police.
The Director of the Provincial Police, within the scope of their duties and powers, is responsible for directing the Mobile Police force under their authority to perform tasks and powers as prescribed in Articles 9 and 10 of this Law, and is accountable before the law and the Minister of Public Security.
Mobilization of the Mobile Police to Perform Tasks
According to Article 20 of this Law regarding the mobilization of the Mobile Police to perform tasks as follows:
The Minister of Public Security mobilizes the Mobile Police nationwide to perform tasks.
The Commander of the Mobile Police mobilizes the Mobile Police to perform tasks in the following cases:
a) The Mobile Police units under their authority perform tasks according to plans and proposals within their approval authority;
b) The Mobile Police units under plans approved by higher authorities, authorized for approval, or when assigned to lead and command to resolve specific situations;
c) The Mobile Police units under their authority to perform urgent tasks and simultaneously report to the Minister of Public Security.
- The Director of the Provincial Police mobilizes the Mobile Police units under their authority to perform tasks in the following cases:
a) Perform tasks according to plans approved by higher authorities or within their approval authority;
b) Perform tasks within the administrative area in urgent cases and simultaneously report to the Minister of Public Security.
The unit commander of the Mobile Police mobilizes and uses units under their authority to perform tasks according to plans approved by competent authorities; mobilize such units to participate in disaster prevention, mitigation, health emergencies, search, rescue, and simultaneously report to direct higher-level commanders.
The mobilization of the Mobile Police during a state of war, a state of emergency, martial law, or curfew is carried out in accordance with the law and decisions of competent authorities.
