Responsibilities of Provincial State Agencies in the Signing and Agreement of International Treaties
Based on Article 46 of the Law on International Agreements 2020 (effective from July 1, 2021), the following provisions are stipulated:
- Develop long-term plans and annual plans regarding the signing of international agreements to be sent to the Ministry of Foreign Affairs for monitoring and consolidating reports to the Prime Minister of the Government of Vietnam; annual plans must be submitted no later than November 15 of the preceding year;
- Store the original copies of international agreements that the agency has signed or proposed to sign in cases of signing international agreements on behalf of the State, the National Assembly, or the Government of Vietnam as stipulated by the law on archives;
- Report on the situation of signing and implementing international agreements no later than November 15 annually or upon request, to be sent to the Ministry of Foreign Affairs for monitoring and consolidating reports to the Government of Vietnam and the Prime Minister of the Government of Vietnam;
- Disseminate and educate the law on international agreements;
- Supervise, inspect, audit, reward, and handle legal violations related to international agreements;
- Resolve complaints and denunciations related to the signing and implementation of international agreements.
