Responsibilities of Party Members Regarding Party Membership Transfer as Regulated in Section 10 of Guidance 01-HD/TW 2021 on Specific Issues in Implementing the Charter of the Communist Party. To be specific:
For Party Members:
- Party members must present a decision or document from the competent authority for the transfer of work, change of residence, and a self-review report on the strengths and weaknesses in fulfilling the duties of the party member in the year prior to the time of the party membership transfer. This should be reported to the Party cell and branch to complete the procedures for the official or temporary party membership transfer to the new Party committee.
- Party members must safeguard the records related to the party membership transfer. If the introduction letter for party activities and the records are lost, the party member must promptly report to the Party committee where the original procedures were conducted (clearly explaining the reason for the loss and providing a confirmation from the local police station of the commune, ward, or district where the document was lost) for the committee to review and introduce to the base-level Party committee where the member is transferring to, in order to recreate the party member records and redo the party membership transfer procedures.
