Responsibilities of Party Committees Regarding the Award of the Communist Party Insignia: What are the Regulations?
Responsibility of the Party Committee on awarding the Communist Party Badge is stipulated in Section 18 of Guidance 01-HD/TW in 2021 on specific issues implementing the Communist Party's Charter. To be specific:
Responsibility of the Party Committee on awarding the Communist Party Badge
- Grassroots Party Committee:
+ Complete the procedures for proposing the upper-level Party Committee to review and decide on awarding the Communist Party Badge, re-awarding the Communist Party Badge to members who lost it, and posthumously awarding the Communist Party Badge to members who have passed away or died and meet the criteria.
+ Organize the awarding of the Communist Party Badge to members.
+ Retrieve the Communist Party Badge from members who were expelled from the Communist Party, remove their names, and send the badge to the direct upper-level Party Committee of the grassroots Party organization.
- Direct upper-level Party Committee of the grassroots Party Committee:
+ Review and compile the list of members proposed for awarding the Communist Party Badge, re-awarding lost Communist Party Badges, and posthumously awarding the Communist Party Badge to members who meet the criteria, and submit it to the Provincial Party Committee Standing Committee and equivalent bodies for approval.
+ Manage the book of awarding the Communist Party Badges of the Party branch.
- Provincial Party Committee and equivalent bodies:
+ Review and decide on awarding the Communist Party Badge to members.
+ Direct, guide, and inspect the implementation of Central regulations on awarding the Communist Party Badge by lower-level Party Committees.
+ Manage the Communist Party Badges confiscated by lower levels.
+ Annually summarize the awarding of the Communist Party Badge to draw experiences and report to the Secretariat (through the Central Organization Department).
