Responsibilities and Duties of Political Officers in Commune-Level Military Command from July 01, 2020
Based on Article 5 of Circular 29/2020/TT-BQP (Effective date: July 1, 2020) regulating the responsibilities and duties of the political commissar from the communal military command as follows:
- Responsibilities
Advise and be accountable to the superiors, the party executive committee (branch committee), and the commune-level government on party work and political work in the execution of national defense and military tasks at the communal level. Take the lead on political matters within the militia and reserve forces; directly carry out party work and political work within the militia and reserve forces, as well as in the national defense and military tasks at the communal level; along with the commander of the commune-level military command, propose content and measures to lead the national defense and military work for the party executive committee (branch committee) at the communal level to decide.
- Duties
- Advise and propose to the party executive committee (branch committee) at the communal level to decide on content and measures to lead all activities of the militia and reserve forces and in the execution of national defense and military tasks at the communal level in accordance with the principles and policies of the Communist Party, the policies, and laws of the State, and the resolutions, directives, and orders from higher authorities regarding national defense and military work. Propose to the political commissar of the district military command the content and measures to carry out party work and political work. Develop plans and directly carry out party work and political work within the militia and reserve forces, and in the execution of national defense and military tasks at the communal level;
- Conduct political and ideological education; build the militia and reserve forces at the communal level to be absolutely loyal to the Communist Party, the Fatherland, and the People, with strong political resilience; prevent any signs of political, moral, and lifestyle degradation, self-evolution, and self-transformation; be ready to receive and complete all assigned tasks; along with communal agencies and organizations, organize national defense and security education, motivate the People to participate in building armed forces, and consolidate the all-people national defense;
- Conduct party organization and building work; build a clean and strong military branch committee (if any), take care of building the political core force within the militia and reserve forces; identify and nurture candidates for party and youth union admission within the militia and reserve forces. Build a temporarily active party cell in the militia and reserve forces (if any) that is clean and strong, successfully performing all assigned tasks;
- Conduct personnel work; build command positions for the militia, and a team of reserve officers with sufficient quantity and high quality, fulfilling tasks and responsibilities well, meeting the requirements of national defense and military tasks in all local situations; cooperate with mobilization framework units to arrange, manage, and provide training for local reserve officers;
- Conduct internal political protection work; build a militia and reserve force that is politically clean and secure in all aspects; propagate, educate the militia, reserve forces, and People to raise vigilance, and struggle to thwart plots and maneuvers of hostile forces, contributing to maintaining local political security;
- Guide the militia and reserve forces in conducting mass mobilization work; participate in implementing movements and campaigns initiated by the Communist Party, the State, the Vietnam Fatherland Front, the Army, and the local government, contributing to political stability, economic, cultural, social development, national defense consolidation, security, building a strong local political base, and a stable and secure locality;
- Implement policies of the Communist Party and the State for the militia, reserve forces, and military rear policies; study and propose improvements to the higher authorities regarding policies for militia, reserve forces, military rear policies, and local national defense and military tasks;
- Carry out party work and political work in building, training, and activities of the militia, reserve forces, prepare and call citizens to enlist, and perform mobilization tasks; build combat villages, communes, wards, and commune-level towns; organize civil defense and carry out other national defense and military tasks at the communal level;
- Conduct preliminary and final reviews of party work and political work for the militia, reserve forces, and national defense and military tasks at the communal level.
