On February 18, 2025, the National Assembly issued Resolution 178/2025/QH15 regarding the organization of the National Assembly bodies.

Article 1 of Resolution 178/2025/QH15 stipulates that the bodies of the National Assembly include:

- Council of Ethnic Affairs

- Committee on Legal and Judicial Affairs

- Committee on Economic and Financial Affairs

- Committee on National Defense, Security, and External Relations

- Committee on Cultural and Social Affairs

- Committee on Science, Technology, and Environment

- Committee on Deputies' Affairs

- Committee on Citizens’ Petitions and Oversight

What are the duties and powers of the National Assembly of Vietnam?

According to Article 70 of the 2013 Constitution, the National Assembly has the following responsibilities and powers:

- Draft and amend the Constitution; draft and amend laws;

- Exercise supreme oversight over the observance of the Constitution, laws, and resolutions of the National Assembly; consider work reports from the President, the Standing Committee of the National Assembly, the Government of Vietnam, the Supreme People's Court, the Supreme People's Procuracy, the National Election Council, the State Audit, and other bodies established by the National Assembly;

- Determine objectives, targets, policies, and basic tasks for the socio-economic development of the country;

- Decide on fundamental policies on national finance and currency; stipulate, amend, or abolish taxes; determine the allocation of revenue and expenditure responsibilities between the central budget and local budgets; decide on the national debt ceiling, public debt, and government debt; approve the state budget draft and allocate the central budget, and approve the settlement of the state budget;

- Decide on national and religious policies of the State;

- Specify the organization and activities of the National Assembly, the President, the Government of Vietnam, the People's Court, the People's Procuracy, the National Election Council, the State Audit, local authorities, and other bodies established by the National Assembly;

- Elect, remove, or dismiss the President, Vice President, Chairperson of the National Assembly, Vice Chairpersons of the National Assembly, members of the Standing Committee of the National Assembly, Chairperson of the Council of Ethnic Affairs, Chairpersons of the Committees of the National Assembly, the Prime Minister of the Government of Vietnam, Chief Justice of the Supreme People's Court, Head of the Supreme People's Procuracy, Chairperson of the National Election Council, Auditor General of the State Audit, heads of other bodies established by the National Assembly; approve proposals for the appointment, removal, or dismissal of the Deputy Prime Minister of the Government of Vietnam, Ministers, and other members of the Government of Vietnam, Judges of the Supreme People's Court; approve the list of members of the National Defense and Security Council and the National Election Council;

- Upon election, the President, Chairperson of the National Assembly, Prime Minister of the Government of Vietnam, and Chief Justice of the Supreme People's Court must swear allegiance to the Fatherland, People, and Constitution;

- Vote of confidence on individuals holding positions elected or approved by the National Assembly;

- Decide on the establishment or abolition of ministries and ministerial-equivalent bodies of the Government of Vietnam; establish, dissolve, merge, split, or adjust the administrative boundaries of provinces and centrally-run cities, special administrative-economic units; establish or abolish other bodies as prescribed by the Constitution and law;

- Abolish documents of the President, Standing Committee of the National Assembly, Government of Vietnam, Prime Minister of the Government of Vietnam, Supreme People's Court, Supreme People's Procuracy that are contrary to the Constitution, laws, and resolutions of the National Assembly;

- Decide on amnesties;

- Specify ranks and titles in the people's armed forces, diplomatic ranks and titles, and other state ranks and titles; prescribe orders, medals, and state honors;

- Decide on matters of war and peace; prescribe states of emergency and other special measures to ensure national defense and security;

- Determine basic foreign policies; approve or decide on the accession or termination of the validity of international treaties related to war, peace, national sovereignty, the membership status of the Socialist Republic of Vietnam in important international and regional organizations, international treaties on human rights, basic rights and obligations of citizens, and other international treaties contrary to the laws and resolutions of the National Assembly;

- Decide on referendums.

What is the term duration for each session of the National Assembly of Vietnam?

According to Article 71 of the 2013 Constitution:

Article 71.

  1. The term of office for each session of the National Assembly is five years.
  1. Sixty days before the end of the National Assembly's term, the new National Assembly must be elected.
  1. In exceptional cases, if at least two-thirds of all National Assembly deputies vote in favor, the National Assembly decides to shorten or prolong its term based on the proposal of the Standing Committee of the National Assembly. Any extension of the term must not exceed twelve months, except in the case of war.

Based on the above regulations, each session of the National Assembly has a term of 5 years.
