What are details of the Resolution 177/2025 on the structure and number of members of the Government of Vietnam?

On February 18, 2024, the National Assembly issued Resolution 177/2025/QH15 regarding the structure and number of members of the Government of Vietnam for the 15th National Assembly term, which takes effect from the date of issuance.

Article 1 of Resolution 177/2025/QH15 stipulates that the structure and number of members of the Government of Vietnam for the 15th National Assembly term includes 25 members:

- The Prime Minister of Vietnam

- 07 Deputy Prime Ministers of the Government of Vietnam

- 14 Ministers of the Ministries: National Defense; Public Security; Foreign Affairs; Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Construction; Culture, Sports and Tourism; Science and Technology; Education and Training; Health; Ethnic and Religious Affairs

- 03 Heads of ministerial-level agencies: Governor of the State Bank of Vietnam; Chief Inspector of the Government of Vietnam; Minister, Chairman of the Government Office of Vietnam

Who decides the number of members of the Government of Vietnam?

Based on Article 95 of the 2013 Constitution:

Article 95.

  1. The Government of Vietnam consists of the Prime Minister of Vietnam, the Deputy Prime Ministers of the Government of Vietnam, the Ministers and the Heads of ministerial-level agencies.

The structure and number of members of the Government of Vietnam are decided by the National Assembly.

The Government of Vietnam works according to collective policies, making decisions by majority.

  1. The Prime Minister of Vietnam is the head of the Government of Vietnam, accountable to the National Assembly for the operation of the Government of Vietnam and the tasks assigned; reports on the work of the Government of Vietnam, the Prime Minister of Vietnam before the National Assembly, the Standing Committee of the National Assembly, and the President.
  1. The Deputy Prime Ministers of the Government of Vietnam assist the Prime Minister of Vietnam in performing tasks assigned by the Prime Minister of Vietnam and are accountable to the Prime Minister of Vietnam for the tasks assigned. When the Prime Minister of Vietnam is absent, a Deputy Prime Minister of Vietnam is authorized by the Prime Minister of Vietnam to act on behalf of the Prime Minister of Vietnam to lead the work of the Government of Vietnam.
  1. Ministers, Heads of ministerial-level agencies are personally accountable to the Prime Minister of Vietnam, the Government of Vietnam, and the National Assembly for the branches and fields they are assigned to manage, and together with other members of the Government of Vietnam are collectively responsible for the operation of the Government of Vietnam.

According to the above regulations, the Government of Vietnam consists of the Prime Minister of Vietnam, the Deputy Prime Ministers of the Government of Vietnam, the Ministers, and the Heads of ministerial-level agencies. The number of members of the Government of Vietnam is decided by the National Assembly.

What are the duties and powers of the Prime Minister of Vietnam?

According to Article 98 of the 2013 Constitution, the Prime Minister of Vietnam has the following duties and powers:

- Lead the work of the Government of Vietnam; lead the formulation of policies and implement laws;

- Lead and be responsible for the operation of the national administration system from central to local levels, ensuring the unity and smooth functioning of the national administration;

- Submit to the National Assembly for approval proposals for appointment, dismissal, and removal of Deputy Prime Ministers, Ministers, and other members of the Government of Vietnam; appoint, dismiss, and remove Deputy Ministers and equivalent positions of ministries and ministerial agencies; approve elections, dismissals, and decide on secondment, and removal of Chairpersons, Vice-Chairpersons of the People's Committees of provinces and centrally-run cities;

- Suspend the execution or abolish documents of Ministers, Heads of ministerial-level agencies, People's Committees, and Chairpersons of People's Committees of provinces and centrally-run cities that contravene the Constitution, laws, and documents of superior state agencies; suspend the execution of resolutions of the People's Councils of provinces and centrally-run cities that contravene the Constitution, laws, and documents of superior state agencies, concurrently propose the Standing Committee of the National Assembly to abolish them;

- Decide and direct negotiations, direct the signing, and join international treaties within the duties and powers of the Government of Vietnam; organize the implementation of international treaties to which the Socialist Republic of Vietnam is a member;

- Implement policies of reporting to the People through mass media on important issues within the authority of the Government of Vietnam and the Prime Minister of Vietnam.
