On February 18, 2025, the National Assembly promulgated Resolution 176/2025/QH15 concerning the organizational structure of the Government of Vietnam for the XV National Assembly term, effective from the date of issuance.
Article 1 of Resolution 176/2025/QH15 stipulates that the organizational structure of the Government of Vietnam for the XV National Assembly term consists of 14 Ministries and 3 ministerial-level agencies as follows:
- Ministry of National Defense
- Ministry of Public Security
- Ministry of Foreign Affairs
- Ministry of Home Affairs
- Ministry of Justice
- Ministry of Finance
- Ministry of Industry and Trade
- Ministry of Agriculture and Environment
- Ministry of Construction

What are the duties and powers of the Government of Vietnam?
Based on Article 96 of the 2013 Constitution, the Government of Vietnam has the following duties and powers:
- Organize the implementation of the Constitution, laws, and resolutions of the National Assembly; ordinances, and resolutions of the Standing Committee of the National Assembly; orders and decisions of the President;
- Propose, draft policies to submit to the National Assembly, and the Standing Committee of the National Assembly for decision or decide within its authority to perform duties and powers stipulated in this Article; present the bill, state budget, and other projects to the National Assembly; submit the draft ordinance to the Standing Committee of the National Assembly;
- Exercise unified management over economics, culture, society, education, health, science, technology, environment, information, communications, foreign relations, national defense, national security, public order, and social safety; execute orders of general or localized mobilization, enactment of a state of emergency and other necessary measures to protect the Fatherland, and ensure the lives and property of the people;
- Present to the National Assembly for decision the establishment, abolition of ministries, and ministerial-level agencies; the establishment, dissolution, merger, division, and adjustment of administrative boundaries of provinces, centrally-run cities, and special economic-administrative units; submit decisions on the establishment, dissolution, merger, division, and adjustment of administrative boundaries below the province, centrally-run city to the Standing Committee of the National Assembly;
- Exercise unified management over the national administrative system; manage officials and public employees and civil service within state agencies; organize inspection, settlement of complaints, denunciations, and combat against bureaucracy and corruption within the state apparatus; lead the work of ministries, ministerial-level agencies, agencies under the Government, People's Committees at all levels; guide and inspect the People's Councils in implementing documents from superior state agencies; facilitate the People's Councils in performing duties and exercising rights as prescribed by law;
- Protect the rights and interests of the State and society, human rights, and citizen rights; ensure public order and social safety;
- Organize negotiations and signing of international treaties in the name of the State as authorized by the President; decide on the signing, joining, approving, or terminating the validity of international treaties in the name of the Government, except for treaties submitted to the National Assembly for approval; protect the interests of the State and the legitimate interests of Vietnamese organizations and citizens abroad;
- Collaborate with the Central Committee of the Vietnam Fatherland Front and the Central agencies of political-social organizations in performing its duties and powers.
Who elects the Prime Minister of Vietnam?
Based on Article 98 of the 2013 Constitution, the regulation is as follows:
Article 98.
The Prime Minister of Vietnam is elected by the National Assembly from among its deputies.
The Prime Minister of Vietnam has the following duties and powers:
- Lead the work of the Government of Vietnam; lead the formulation of policies and the organization of law enforcement;
- Lead and be responsible for the operation of the national administration system from central to local levels, ensuring unity and seamlessness of the national administrative system;
- Present the National Assembly with approval proposals appointing, dismissing, removing the Deputy Prime Ministers, Ministers, and other Members of the Government of Vietnam; appoint, dismiss, remove Deputy Ministers, equivalent-level positions in ministries and ministerial-level agencies; approve the election, dismissal, and decide on the transfer and removal of Chairpersons, Deputy Chairpersons of People's Committees of provinces and centrally-run cities;

According to the above regulation, the Prime Minister of Vietnam is elected by the National Assembly from among its deputies.
