Regulations on Recruitment Exam and Selection Process for Officials and Public Employees for Candidates

Please tell me, according to the latest regulations, what are the rules for recruitment and selection exams for officials and public employees for candidates?

Pursuant to Article 1 of the Rules for Recruitment and Promotion Examinations for Officials and Public Employees, Promotion Examinations for Officials, or Evaluation for Career Title Upgrades for Public Employees, promulgated with Circular 6/2020/TT-BNV, regulations for candidates are as follows:

  1. Candidates must be present at the examination room on time as scheduled. The attire should be neat, civilized, and polite. Candidates who arrive more than 30 minutes late from the start time of the exam will not be allowed to take the exam.

  2. Present your National Identity Card or Citizen Identification Card or one of the other valid legal documents with a photo for invigilators to verify before entering the examination room.

  3. Sit in the designated seat according to the roll number; place the National Identity Card or Citizen Identification Card or one of the other valid legal documents with a photo on the table for invigilators and members of the Examination Council to check.

  4. Only rulers, pens for writing the exam, and some medications that the candidate must take as per their medical records are allowed in the examination room. Mobile phones, recorders, cameras, computers, devices for transmitting and receiving information, data storage devices, information transmission devices, and documents related to the exam content are not allowed in the examination room (unless otherwise specified in the exam instructions).

  5. Use only the exam paper provided to write the exam answers; fill in all the required fields for candidates on the exam paper.

  6. The exam answers must be written in one type of ink, either blue or black. The use of any other color ink, metallic ink, fluorescent ink, or pencil is not allowed (unless otherwise specified in the exam instructions); marking or making special signs on the exam paper is prohibited.

  7. Except for the mandatory information on the cover page, candidates are not allowed to write their name, signature, title, agency name, or any other distinguishing marks on the exam paper.

  8. Comply with all instructions from invigilators; maintain order and are not allowed to smoke or use stimulants in the examination room.

  9. Candidates are not allowed to communicate with others during the exam, exchange exam papers, draft papers, copy, look at another candidate's exam, or engage in any fraudulent activity. It is strictly forbidden to copy or transmit any information related to the exam out of the examination room or to receive information from outside into the examination room.

  10. If there is any question, it must be asked publicly to the invigilator in the examination room.

  11. In case of errors, the candidate must cross out or put a line through the incorrect part of the exam paper (unless otherwise specified in the exam instructions).

  12. Leaving the examination room is not allowed for exams or sections lasting less than 60 minutes, except as specified in point b, clause 15 of this Article. For written exams, candidates can only leave the examination room at the earliest after two-thirds of the exam time. In necessary cases, candidates must receive permission from the Head of Examination to leave the room.

  13. During the time they are not allowed to leave the examination room as stipulated in clause 12 of this Article, if a candidate feels unwell, they must inform the invigilator, and the invigilator must immediately report to the Head of Examination to consider and resolve the issue.

  14. Stop writing and submit the exam paper to the invigilator immediately when the invigilator announces the end of the exam time. The candidate must clearly state the total number of exam sheets submitted and sign the exam submission list. Even if the candidate has not completed the exam, they must still submit the exam paper.

  15. In the case of computer-based exams:

a) It is strictly forbidden to damage the computer system used for the exam; if a candidate finds a computer unusable, they must promptly inform the invigilator to consider and resolve it;

b) Candidates are only allowed to leave the examination room after submitting their work and signing the confirmation in the exam results register.

Candidates who do not sign the confirmation in the exam results register before leaving the room will receive a score of zero (0).

If invigilators discover that a candidate has signed for another candidate, both candidates will receive a score of zero (0).

The decision to assign a score of zero (0) in these cases is made by the President of the Examination Council based on the report from the Head of Examination.

  1. Candidates have the right to report any violations of the rules to the invigilators, the Head of Examination, members of the Examination Council, or members of the Supervisory Board.
