What are regulations on receiving and registering incoming documents and objects containing state secrets in Vietnam?
Pursuant to Article 4 of the Regulation on protection of state secrets issued together with Decision 1326/QD-BTP in 2021, the reception and registration of documents and objects containing incoming state secrets are regulated as follows:
1. Ministry agency archives (hereinafter referred to as agency archives), unit archives and organizations under the Ministry specified in Article 2 of this Regulation (hereinafter collectively referred to as unit archives) are responsible for Receive and register incoming documents and objects containing state secrets.
Incoming documents and objects containing state secrets must be registered in the Register of incoming state secrets according to the Form issued with Circular No. 24/2020/TT-BCA dated February 10, 2020 of the Minister of Public Security promulgating forms for use in protecting state secrets (hereinafter referred to as Circular No. 24/2020/TT-BCA).
2. In case documents or objects containing state secrets arrive with the mark "Only the person named can open the envelope", after being registered in the Book, they must be immediately delivered to the person whose name is on the envelope. In case the person named on the envelope is absent and the envelope has an "Express" stamp on it, it will be forwarded to the Minister (for documents sent specifically to the Ministry Leader), and to the Head of the unit (for documents sent specifically to leaders, civil servants, and public employees of the unit) for processing.
3. In case the agency's Secretariat receives documents or objects containing state secrets sent to the Ministry without properly complying with regulations on protecting state secrets, the agency's Secretariat immediately informs the Chief of the Ministry's Office or Notify the leaders of the organization, unit, and person named on the envelope (in case of sending by name) to resolve the issue, and at the same time notify the sending agency or unit to take remedial measures.
In case the unit's Secretariat receives documents or objects containing state secrets sent without properly complying with regulations on protecting state secrets, the unit's Secretariat immediately informs the Head of the unit or the person named on the envelope (in case of sending by name) to resolve, and at the same time notify the sending agency or unit to take remedial measures.
In case of discovering that documents or objects containing state secrets sent have signs of being peeled or opened, or have been exchanged, lost or damaged, the recipient must immediately notify the competent person specified in Article 6 of this Regulation to take remedial measures.

What is presentation and transfer of incoming documents and objects containing state secrets in Vietnam?
Pursuant to Article 5 of the Regulation on protection of state secrets issued together with Decision 1326/QD-BTP in 2021, the presentation and transfer of incoming documents and objects containing state secrets are as follows:
1. Documents and objects containing state secrets, after being registered, must be submitted to the competent person specified in Clauses 2 and 3, Article 6 of this Regulation for direction and resolution. The presentation and transfer of documents and objects containing state secrets are carried out in accordance with the Ministry's regulations on clerical work and Clause 3, Article 11 of this Regulation.
2. Units under the Ministry are responsible for returning documents and objects containing state secrets to the Ministry Office no later than the next working day if they do not comply with the unit's functions and tasks; Do not directly transfer documents or objects containing state secrets to another unit.
3. In case the documents or objects containing state secrets sent are stamped with the "Recovered Document" stamp, the unit or individual receiving the documents or objects containing state secrets must send them back on time as stated on the document.
