Regulations on Overseas and Domestic Business Trips for Delegations to Localities and Bases under the Ministry of Education and Training
1. Regulations on Overseas Business Trips
Pursuant to Article 27 of the Working Regulations of the Ministry of Education and Training (issued together with Decision 355/QD-BGDDT in 2022) stipulating regulations on overseas business trips as follows:
Teams going on overseas business trips shall comply with the regulations of the Management of Overseas Trips for Officials and Public Employees of the Ministry of Education and Training.
2. Regulations on Local Business Trips
According to Clause 3 of Article 28 of the Working Regulations of the Ministry of Education and Training (issued together with Decision 355/QD-BGDDT in 2022) stipulating regulations on business trips as follows:
a) The head of the unit, when delegating officials and public employees under their management authority to go on local business trips (hereinafter referred to as local visits), must ensure the composition of the delegation is suitable to the content and program of the business trip. If the duration of the trip is two (02) working days or more, a substitute must be arranged to handle the regular tasks of the officials and public employees, or workers sent on the local visits;
b) The delegation appointed for local business trips must notify the local entity at least three (03) working days in advance; the plan, program, and content of the business trip must be approved by the Ministry's leadership in charge (or submitting a report).
The business trip team shall be provided with a shared vehicle to save costs. For business trips within the country that use air travel, aside from the standards stipulated by the Ministry of Finance, the decision shall be made by the Minister. For members of the inspection team, the decision shall be made by the person who signed the inspection decision;
The team on local business trips shall only deal with issues matching the announced content and program within the delegation's authority and duly record all recommendations from the local entity; no combination with sightseeing tours during the business trip shall be arranged;
Within three (03) working days after returning from a business trip, the head of the delegation must submit a written report to the head of the unit that delegated the business trip, detailing the results and recommendations from the local entity related to the sector, and propose solutions to organize the implementation of those recommendations.
