Rank System for Officers, Non-Commissioned Officers, and Soldiers of the People's Public Security Forces from July 01, 2019

According to the newly passed People's Public Security Law, which will soon come into effect, how is the rank system for officers, non-commissioned officers, and soldiers of the People's Public Security specifically stipulated?

On November 20, 2018, the National Assembly of the Socialist Republic of Vietnam, Session XIV, at its 6th session, passed the Law on People's Public Security No. 37/2018/QH14 (abbreviated as the 2018 Law on People's Public Security).

The 2018 Law on People's Public Security provides regulations on the principles of organization and activities; positions, functions, tasks, powers; assurance of operational conditions, policies, and regulations regarding the People's Public Security; responsibilities of agencies, organizations, and individuals concerned.

According to the provisions of the 2018 Law on People's Public Security (effective from July 1, 2019), the People's Public Security is the People's armed force playing a core role in the tasks of safeguarding national security, ensuring social order and safety, combating and preventing crime, and violations of laws on national security, order, and social safety.

According to the provisions of Article 21 of the 2018 Law on People's Public Security, the system of ranks for officers, non-commissioned officers, and soldiers in the People's Public Security is specified as follows:

  1. Professional Officers and Non-Commissioned Officers:

- General Officers have 4 ranks: General; Senior Lieutenant General; Lieutenant General; Major General;

- Colonel Officers have 4 ranks: Colonel; Senior Colonel; Lieutenant Colonel; Major;

- Junior Officers have 4 ranks: Captain; Senior Lieutenant; Lieutenant; Second Lieutenant;

- Non-Commissioned Officers have 3 ranks: Senior Sergeant; Sergeant; Corporal.

  1. Technical Specialist Officers and Non-Commissioned Officers:

- Colonel Officers have 3 ranks: Senior Colonel; Lieutenant Colonel; Major;

- Junior Officers have 4 ranks: Captain; Senior Lieutenant; Lieutenant; Second Lieutenant;

- Non-Commissioned Officers have 3 ranks: Senior Sergeant; Sergeant; Corporal.

  1. Conscription Non-Commissioned Officers and Soldiers:

- Conscription Non-Commissioned Officers have 3 ranks: Senior Sergeant; Sergeant; Corporal;

- Conscription Soldiers have 2 ranks: Private First Class; Private Second Class.
