Public Non-Business Units Partially Covering Their Own Recurrent Expenditures – What Conditions Must Be Met?

According to Clause 3, Article 9 of Decree 60/2021/ND-CP (Effective from August 15, 2021),

Public service units partially covering their own recurrent expenditures (hereinafter referred to as group 3 units) are units with a level of self-ensuring recurrent expenditure funding determined according to the scheme stipulated in Article 10 of this Decree, ranging from 10% to under 100%. They are ordered or tendered by the State to provide public service activities at prices not covering full costs and are classified as follows:

- Units self-ensuring from 70% to under 100% of recurrent expenditures;

- Units self-ensuring from 30% to under 70% of recurrent expenditures;

- Units self-ensuring from 10% to under 30% of recurrent expenditures.
