Provisions on the Mobilization of People, Ships, Vessels, and Civil Engineering Equipment Pertaining to Border Defense
Based on Article 18 of the Vietnamese Border Defence Law 2020 (Effective from January 1, 2022) stipulates the mobilization of people, ships, vehicles, and civil technical equipment as follows:
In case of emergency to arrest people, ships, and vehicles violating the law, search and rescue, emergency relief for the injured, responding to and overcoming severe environmental incidents, Border Defence Officers and soldiers have the right to mobilize people, ships, vehicles, and civil technical equipment from agencies, organizations, and Vietnamese citizens.
The mobilization stipulated in clause 1 of this Article must be consistent with the actual capacity of the mobilized people, ships, vehicles, and civil technical equipment and must be returned immediately after the emergency situation ends.
In case mobilized people and assets suffer damage while performing their duties, they are entitled to policies and compensation as specified in clause 3 Article 7 of this Law; the unit with mobilized officers and soldiers is responsible for dealing with the compensation according to legal regulations.
Vietnamese agencies, organizations, and citizens are responsible for complying with the mobilization by the Border Defence.
In case of emergency to arrest people, ships, and vehicles violating the law, search and rescue, emergency relief for the injured, responding to and overcoming severe environmental incidents, Border Defence Officers and soldiers may request support and assistance from foreign organizations and individuals operating in the border area.
