Promulgation of the Law on Fire Prevention and Fighting and Rescue in 2024 in Vietnam
The Law on Fire Prevention and Fighting and Rescue in 2024 was passed by the National Assembly of the Socialist Republic of Vietnam, 15th Legislature, 8th Session, on November 29, 2024.
The Law on Fire Prevention and Fighting and Rescue in 2024 shall take effect from July 1, 2025, except for the case of equipping fire alarm communication devices connected to the Fire Prevention, Fighting, and Rescue Database and fire alarm transmission according to the roadmap prescribed in Clause 5, Article 20, and Point c, Clause 1, Article 23 of the Law on Fire Prevention and Fighting and Rescue in 2024 must be implemented no later than July 1, 2027.
The Law on Fire Prevention and Fighting and Rescue in 2024 regulates fire prevention, fighting, and rescue activities; the forces, means, assurance of operational conditions and the rights, obligations, and responsibilities of relevant agencies, organizations, households, and individuals in fire prevention, fighting, and rescue activities.

What are policies of the State regarding fire prevention, fighting, rescue, and emergency response in Vietnam?
According to Article 4 of the Law on Fire Prevention and Fighting and Rescue in 2024, the State policies on fire prevention, fighting, and rescue include:
- Ensuring the state budget, facilities, modern equipment, human resources, policies, conditions of operation for the Fire Prevention, Fighting, and Rescue Police force; building a professional, elite, and modern Fire Prevention, Fighting, and Rescue Police force to meet the demands of fire prevention, fighting, and rescue in all situations.
- Mobilizing and utilizing resources for fire prevention, fighting, and rescue activities. Investing in building a Fire Prevention, Fighting, and Rescue Database System and fire alarm transmission ensuring data connectivity and sharing in places where Fire Prevention, Fighting, and Rescue Police units are stationed.
- Training and fostering to ensure direct human resources implementing fire prevention, fighting, and rescue tasks and the human resources conducting design appraisal, acceptance testing, and fire prevention and fighting inspections.
- Deploying fire prevention, fighting, and rescue forces and means suitable for each locale; encouraging agencies, organizations, individuals to establish, participate in, and maintain community safety models on fire prevention, fighting, and rescue.
- Encouraging and facilitating agencies, organizations, and individuals to research, apply, and transfer science and technology in fire prevention, fighting, and rescue activities, investing in building, transferring systems, means, and equipment for fire prevention, fighting, and rescue activities.
- Agencies, organizations, and individuals participating, coordinating, collaborating, supporting, and helping state agencies in implementing fire prevention, fighting, and rescue work shall receive policies according to the law based on the nature and level of contribution.
Who are the subjects inspected for fire prevention and fighting in Vietnam?
According to Article 11 of the Law on Fire Prevention and Fighting and Rescue in 2024, subjects subjected to fire prevention and fighting include:
Article 11. Inspection on fire prevention and fighting
- Subjects subject to fire prevention and fighting include:
a) Facilities prescribed in Clause 7, Article 2 of this Law;
b) Houses, houses combined with production, business;
c) Vehicles prescribed in Clause 10, Article 2 of this Law;
d) Construction works during construction.

Thus, the subjects inspected for fire prevention and fighting include:
- Facilities under management for fire prevention and fighting are houses, works, places used for living, production, business, trade activities, working, or other purposes, built, operated according to legal regulations, under the list specified by the Government of Vietnam. Within one agency, organization can have one or multiple facilities; within one facility can have one or more agencies, organizations.
- Vehicles requiring fire prevention and fighting safety include road motor vehicles, railway vehicles, inland waterway vehicles, and sea vessels manufactured, assembled, newly built, converted for transporting passengers, flammable, and explosive goods; in case of passenger road motor vehicles, they must have more than 08 seats (excluding the driver's seat).
