On January 12, 2024, the Minister of National Defense issued Circular 02/2024/TT-BQP on military ship inspection, effective from February 27, 2024. Circular 02/2024/TT-BQP regulates military ship inspection and management of military ship inspection in the Ministry of National Defense.

According to Circular 02/2024/TT-BQP applies to:

- Military ship inspection agencies and establishments

- Agencies and units that manage and use military ships

- Military ship building and repair facility

- Agencies, organizations, units and individuals related to military ship inspection

Military ship inspection is carried out based on the following principles:

- Military ships newly built, converted, modernized, purchased, imported, received, repaired and currently in use must be inspected by the registry, issued with a certificate of technical safety and maintenance. Environmental protection according to the provisions of national standards, national technical regulations and relevant international treaties, regulations of the State and Ministry of National Defense.

- Military ship inspection ensures independence, honesty, objectivity, conformity with mission requirements and compliance with national standards, national technical regulations and relevant international treaties, regulations of the State and Ministry of National Defense.

- The inspection of military ships is carried out by the inspection agency and inspection facility in the Army. Inspection organizations outside the Army can only register military ships when the Ministry of National Defense permits.

- Inspection establishments and surveyors of military ships are only allowed to carry out inspection contents according to the assigned scope and tasks; appropriate to the field and specialized inspection recognized by competent authorities.

- Relevant agencies, units, organizations and individuals must strictly comply with the contents of military ship inspection according to regulations of the State, the Ministry of National Defense and regulations on protecting State secrets, Army secret.

- Inspection activities of the registry do not change the work nor replace the responsibilities of the technical and quality inspection agencies of the user unit, construction and repair facility, facility manufacturing industrial products used for building and repairing military ships.

How many types of inspection are there for military ships according to the new regulations in Vietnam?

According to Article 6 of Circular 02/2024/TT-BQP regulating types of inspection by the registry for military ships as follows:

Types of inspection by registry for military ships

1. Types of inspection by the registry for military ships include:

a) First inspection, including: Technical inspection and supervision of newly built ships; Vessels receiving, purchasing, importing or changing classification organizations;

b) Periodic inspection, including: Annual inspection; check on momentum; Periodic inspection of military ships in use;

c) Abnormal inspection;

d) Inspect conversion, modernization and repair.

2. The content and duration of inspection types of military ship registration are carried out in accordance with the provisions of the system of national standards, national technical regulations and regulations of the Ministry of National Defense.

The specific requirements of each inspection will be adjusted to suit each type of ship, actual technical status, operating area, age of the ship, results of previous inspections and usage plans. Use the unit's ship.

According to this Article, from February 27, 2024, there will be 4 types of inspection by the registry for military ships, specifically:

Which agencies and military ship register facilities are included in the new regulations in Vietnam?

According to Article 7 of Circular 02/2024/TT-BQP regulating the system of agencies and military ship register facilities as follows:

- Department of Standards, Metrology and Quality: is an agency with the function of advising the Chief of General Staff to assist the Minister of National Defense on policies and measures to implement state management of military ship registration. 

- Military ship register agencies at all levels: Have the function of advising and helping commanders organize and carry out the inspection of military ships within the assigned scope and authority.

- Military ship register facility: Has the function of directly implementing the content of military ship register within the assigned scope and authority.

Note : From the date Circular 02/2024/TT-BQP takes effect from February 27, 2024
