What contents must be included in the Profile of applicant for joining the Vietnam Communist Party?
Pursuant to Subsection 1.4 of Section 1 Guideline 12-HD/BTCTW of 2022, the contents of the Profile of applicant for joining the Vietnam Communist Party include:
1. Current Name: Write the full name as it appears on the ID card or citizen identification card, in uppercase letters, for example: NGUYEN VAN HUNG.
2. Gender: Cross out "female" if male, and "male" if female.
3. Birth Name: Write the full name as it appears on the birth certificate.
4. Aliases: List any aliases used (if any).
5. Date of Birth: Write the exact date of birth as it appears on the birth certificate.
6. Place of Birth: Clearly state the commune (ward, commune-level town), district (urban district, district-level town, city directly controlled by central government, province), province (centrally administered city) issuing the birth certificate as per the current administrative system.
7. Hometown: As listed in the ID card or citizen card (if location has changed, list both old and new); in specific cases, list according to the mother's or guardian's hometown (if parents are not known). Record the address similar to section 06.
8. Residence:
- Permanent Residence: List the registered permanent address (hamlet, commune, district, province, city; house number, street, ward, district-level town, urban district, city).
- Temporary Residence: Indicate the address where temporarily residing.
9. Ethnicity: State the ethnic origin such as: Kinh, Thai, Tay, Nung, Muong… (if mixed with foreigners, list the nationality and ethnicity of foreign parents).
10. Religion: State the religion (e.g., Buddhism, Catholicism, Islam, Cao Dai, Hoa Hao... and any clerical titles); if none, write “none”.
11. Current Occupation: Clearly state the primary job according to labor contracts or appointments, recruitment, assignments, etc. For example: worker, farmer, officials and public employees, surgeon, soldier, writer, journalist, business owner, student or unemployed...
12. Current Education Level:
- General Education: State the level completed, like class 10 or 12, regular or supplementary education. For example: 8/10 regular education, 9/12 supplementary; high school graduate of 12-year program.
- Vocational Education (including intermediate vocational and vocational training): Record as per certificates issued. Example: Welding Technician Level 3, Intermediate Veterinary...
- Higher and Graduate Education (including college, university, master's, Ph.D.): Record as per degrees issued, field of study, training mode (full-time, part-time, special, distance learning). Example: Pedagogical College, Agricultural University, Part-time Bachelor of Law, Mechanical Engineer, Surgeon; Master of Economics, Doctor of Mathematics, Doctor of Science... Record all degrees if multiple.
- Academic Titles: State titles awarded by the State (Professor, Associate Professor).
- Political Theory: Record according to the highest certificate or diploma obtained such as elementary, intermediate, advanced, bachelor; indicate if the study was concentrated or not.
For cases that have studied political theory outside the Communist Party's political schools or specialized politics and postgraduate studies at the Ho Chi Minh National Academy of Politics and Administration, political theory level is to be recorded according to recognition granted by competent authorities, as per Central Secretariat and Central Organization Department guidelines.
- Foreign Language: Record according to certificates issued (e.g., university level English, French, Russian... or English level A...).
- Informatics: For training courses, state as certified (e.g., office informatics; IT Level A, B, C...); if graduating from an IT major, state as university degree.
- Minority Language: State any minority language spoken.
13. Date and Place Joined the Ho Chi Minh Communist Youth Union: State the exact date and place joined (youth union branch, grassroots union, district, province, or central agency).
14. For those seeking re-admission to the Communist Party:
- Date and Place of First Admission to the Communist Party of Vietnam: State exact date and place of first admission (branch, grassroots party organization, district, province, or central agency).
- Date and Place of First Official Recognition: State exactly the date and place of official recognition (branch, grassroots party organization, district, province, or central agency).
- Introducer to Communist Party First Time: Record the full name, position, and unit of each introducer at the time of introduction; if the grassroots union executive board or executive youth union branch recommends, record the youth organization and direct superior youth union name.
15. Personal History: Summarize the timeline from childhood to joining social activities (e.g., date joining the Youth Union, date of enlistment, date of enrollment in universities, colleges, vocational training, or social organization involvement...). For example, a person applying for the Communist Party born in 1985, historical record:
From September 1991 to August 2000, studied at Van Ho Primary and Secondary School, Hai Ba Trung District.
From September 2000 to June 2003, attended Tran Nhan Tong High School, Hai Ba Trung District. Joined the Ho Chi Minh Communist Youth Union on March 26, 2001.
16. Employment History: Detailed, clear, continuous records (monthly) since engaging in social activities; employment; education. Specific responsibilities held in Communist Party, government, armed forces, organizations, culture, education, science, society... (note times of enlistment, discharge, re-enlistment, education, treatment, vacation, overseas visits, detention, imprisonment, interruption or inactivity if any...).
17. Historical Features: State reasons for interruptions or non-party activities (if any); whether detained or imprisoned (by which government, from when to when, where); involvement or relations with international organizations (what, which organization, headquarters of the organization located where?); participation in religious clerical roles.
18. Completed Training and Refresher Courses: Indicate completed political theory or professional, vocational courses, under what program, organized by which level, name of school, timeframe, location; mode of study; name of certificate issued.
19. Overseas Travel: Clearly state the period from month year to month year, country visited; which agency, unit, organization decided (only record cases involving study, cooperative labor, assignments... for 3 months or more).
20. Awards: State month and year, form of award (from commendation onwards), deciding level; any titles bestowed by the State: Labor Hero, Armed Forces Hero, People's Artist, Meritorious Artist, People's Teacher, Meritorious Teacher, People's Doctor...
21. Discipline: Clearly state month, year, reason for violation, form of discipline (party, government, organization from reprimand upwards). Deciding body.
22. Family Background: Clearly list main family members:
- For grandparents, maternal and paternal, of self, spouse: Full name, birth year, hometown, residence, occupation, historical political profile following Political Bureau Regulations and Central Organization Department Guidelines on internal political protection.
- Biological parents (or guardians from childhood); spouse's parents; spouse: Full name, birth year, place of birth, hometown; residence, occupation, class background, historical political profile across periods and current political status following Political Bureau Regulations and Guidelines on internal political protection; adherence to the Communist Party's lines, policies, state laws:
+ Class Background: Specify class before August Revolution 1945, land reform in 1954 (North) or industrial, agricultural, commercial reform in 1976 (South from Quang Tri to the south) like: poor peasant, middle peasant, rich peasant, landlord, officials and public employees, poor citizen, small trader, small business owner, petite bourgeoisie, bourgeois... (if changes occur in class backgrounds, specify reasons). If family components aren't provided at specified times and present, leave the field blank.
+ Political History of Each Person: Specify involvement in revolutionary organizations; roles, positions held? Activities and positions in government, party organizations of imperial or old policies; current roles, whereabouts if deceased, cause, year, place?
- Siblings of self, spouse; children including biological, legally registered adopted: Full name, birth year, residence, occupation, circumstances, economy, adherence to Communist Party's lines, policies, state laws.
23. Self-assessment: Record major strengths and weaknesses in political conduct, moral lifestyle, work capabilities, and public relations; public and Party member trust in work unit and work personality?
24. Commitment and Signature: "I commit to fully, clearly, truthfully declare and take responsibility before the Communist Party for the contents declared in the history"; date, month, year, sign and full name.
Individuals applying for Party membership or their relatives (parents, spouse, siblings, biological, adopted children, legally registered) must not conduct history verification.
25. Comments from the Evaluating Party, Organization where History Verification Occurs:
- Comments from the party branch, branch committee; standing committee or base party executive committee at verification site
- Comments from organizational agency or standing upper-level committee (if available)
26. Comments from the party branch committee or the party branch (where no branch committee exists)
27. Certification from Base Party Committee: Base committee reassesses verification results, clarifying unclear or questionable history elements of the Communist Party applicant.
What are rights of members of the Communist Party of Vietnam?
According to Article 3 of the Charter of the Communist Party of Vietnam 2011:
Article 3.
Party members have rights:
- To receive information and discuss issues regarding the Political Program, Party Charter, policies, platforms, Party resolutions; to vote on Party affairs.
- To nominate, be nominated, and vote for leadership bodies at all Party levels in accordance with Central Executive Committee regulations.
- To critique, question the activities of Party organizations and members at all levels within the organization; to report, propose to responsible bodies, and request responses.

Thus, members of the Communist Party of Vietnam have the following rights:
- To receive information and discuss issues regarding the Political Program, Party Charter, policies, platforms, Party resolutions; to vote on Party affairs.
- To nominate, be nominated, and vote for leadership bodies at all Party levels in accordance with Central Executive Committee regulations.
- To critique, question the activities of Party organizations and members at all levels within the organization; to report, propose to responsible bodies, and request responses.
- To present opinions when the Party organization reviews, decides on tasks, or disciplines related to oneself.
Note: Probational Communist Party members have the above rights, except the right to vote, nominate, and elect leadership bodies of the Communist Party.
