Procedure for Year-End Evaluation and Classification of Party Member Quality

Under the Guidance 16-HD/BTCTW issued in 2018 regarding assessment, evaluation, and annual quality ranking of Communist Party organizations, Party members, and collective and individual leaders and managers at all levels, promulgated by the Central Organization Committee, the process for year-end quality evaluation and ranking of Party members is stipulated as follows:

Step 1: Self-assessment and quality ranking

Based on the evaluation criteria and quality standards specified for each subject, Party members perform self-analysis of their quality (determining the level of "Excellent," "Good," "Average," "Poor" for each specific evaluation criterion) and consider self-identification of quality level according to Form 5; thereafter, reporting to the Party cell during the meeting for assessment, evaluation, and year-end quality ranking of Party members.

Step 2: Subjects involved in quality assessment and ranking

The Party Cell Committee (or the secretary where there is no Party Cell Committee) organizes the evaluation subjects to perform quality analysis for each evaluation criterion and propose the quality ranking level for each Party member to submit results to the Party Cell Committee (or the secretary where there is no Party Cell Committee); specifically:

- The Party Cell Committee where the Party member operates; the collective leadership of the group where the Party member is a leadership member: Evaluate and rank each Party member according to Form 5.

- The grassroots Party Committee where the Party member resides: Implement the verification of Party member evaluation forms according to Regulation number 76-QD/TW.

- The head of the agency or unit directly managing and using officials and public employees: Evaluate and rank the officials and public employees according to the regulations of the Government of Vietnam.

- Party members within the Party cell: Review and secretly vote on the quality level for each Party member.

The Party Cell Committee (or the secretary where there is no Party Cell Committee) consolidates the results, proposes the evaluation comments and the quality ranking level for each Party member, and reports to the grassroots Party Committee according to Form 6.

Step 3: Decision on quality ranking level

- The section assisting the Party Committee appraises the report from the Party cell for the grassroots Party Committee to consider, conduct secret voting, and decide on the quality ranking of Party members.

- For the grassroots Party cell, the Party Cell Committee (or the secretary where there is no Party Cell Committee) decides on the quality ranking of Party members.
