Procedure for Reissuing Passports to Vietnamese Nationals Residing Overseas
Based on the provisions of the Law on Exit and Entry of Vietnamese Citizens 2019, in cases where Vietnamese citizens abroad have expired passports, they must follow the procedure for new issuance as if applying for the first time, rather than a renewal process. Specifically, the steps are as follows:
Step 1: Submit the application for passport reissuance at the Vietnamese Embassy or Consulate in the host country.
The application dossier includes:
The applicant must submit a completed declaration form according to the prescribed template, 02 portrait photos, related documents as stipulated in Clause 2, Article 15 of this Law, and present the Vietnam passport or personal identification issued by Vietnamese competent authorities as follows:
- A copy of the birth certificate or an extract of the birth certificate for individuals under 14;
- The most recently issued regular passport for those who have been previously issued a passport; in case the passport is lost, a report of loss or notification of receipt of the lost passport application from the competent authority as prescribed in Article 28 of this Law must be accompanied;
- A copy of the Identity Card or Citizen Identification Card in cases where there is a change in personal information compared to the information in the most recently issued passport;
- A certified copy of the document issued by the Vietnamese competent authority proving the legal representative in cases of individuals who have lost civil act capacity, individuals with cognitive or behavioral difficulties as stipulated in the Civil Code, or individuals under 14 years old. If the copy is not certified, the original must be presented for verification.
In the absence of a Vietnamese passport, personal identification issued by Vietnamese competent authorities, foreign-issued identification documents, and documents proving Vietnamese nationality or documents used as a basis for determining Vietnamese nationality according to the laws on nationality must be presented.
Step 2: The representative office considers the passport reissuance.
- Within 05 working days from the date of receipt of a complete and valid application, the Vietnamese representative office decides on the passport reissuance and returns the result to the applicant.
- In case the application is not sufficient to issue a new passport, the Vietnamese representative office requires the applicant to clearly declare personal identification elements and request confirmation from the Immigration Department or the Vietnamese representative office that issued the passport.
Passport reissuance fee: 70 USD (Based on Appendix 1 Fee Schedule in the field of diplomacy issued together with Circular 264/2016/TT-BTC, amended by Clause 3, Article 1 of Circular 113/2021/TT-BTC).
