Principles of Organization and Operation of the Hamlet, Latest Residential Group
At Clause 1, Article 1 of Circular 14/2018/TT-BNV amending Circular 04/2012/TT-BNV, effective from January 20, 2019, the principles for organizing and operating hamlets and residential groups are stipulated as follows:
Ensure the self-governance of the residential community, comply with the direct state management of the commune-level government, and adhere to the leadership of the party committee.
Comply with the law, implement according to customs (conventions); ensure democracy, openness, and transparency.
Do not separate hamlets and residential groups that are operating stably; integrate hamlets and residential groups in accordance with the conditions and characteristics of each locality.
In cases of land clearance planning, population redistribution planning, migration in mountainous, highland, remote, and isolated areas or places with complex terrain, vast locales, and difficult transportation, the conditions for establishing new hamlets and residential groups may be lower than prescribed. In cases where the newly formed residential community does not meet the conditions to establish a new hamlet or residential group, it may be merged with an adjacent hamlet or residential group.
