Principles of Operation of the People's Committee and the Ward Chairman in Hanoi City
Based on Article 7 of Decree 32/2021/ND-CP which stipulates the operating principles of the People's Committee and the Chairman of the ward in Hanoi city as follows:
The ward People's Committee works according to the headship policies. The Ward Chairman is the head, responsible for leading, managing, and directing the work of the ward People's Committee according to the working regulations of the ward People's Committee, ensuring the principles of democratic centralism, and complying with legal provisions.
The Ward Chairman organizes meetings to collectively discuss matters within the functions and tasks of the ward People's Committee stipulated at points b, c, clause 1, Article 5 of Resolution 97/2019/QH14 before deciding on issues within the functions, tasks, and powers of the ward People's Committee and is responsible for his/her decisions.
The collective specified in this clause includes: the Ward Chairman, the Vice Chairman of the ward, the Head of Ward Police, the Commander of the Ward Military Command, and other related officials.
- The Ward Chairman may authorize the Civil Status - Justice official to sign notarizations and affix the seal of the Ward People's Committee for the notarization of copies from originals of documents issued or certified by competent Vietnamese agencies; notarize signatures in documents according to legal regulations.
The authorized Civil Status - Justice official must have at least 3 years of experience in Civil Status - Justice work.
- The Vice Chairman of the ward assists the Ward Chairman in resolving tasks assigned by the Ward Chairman, is responsible to the Ward Chairman and to the law for the assigned tasks.
When the Ward Chairman is absent, a Vice Chairman authorized by the Chairman shall act on behalf of the Chairman to manage and resolve the work of the ward People's Committee.
In case of a vacancy of the Ward Chairman, the Chairman of the district-level People's Committee has the authority to assign a Vice Chairman of the ward as Acting Ward Chairman until a new Ward Chairman is appointed.
The activities of the ward People's Committee aim to satisfy the people's satisfaction, comply with procedures and jurisdictions assigned, according to the law and the working regulations of the ward People's Committee.
Promote administrative reform, apply online public services in resolving administrative procedures for individuals and organizations in the ward according to the law, ensuring that the activities of the ward People's Committee are democratic, public, transparent, unified, and smooth.
